HIS HONOUR:   On 18 November 1998, pursuant to Order 58 rule 4(3) of the Rules, Justice McHugh directed the Registrar not to issue the writ the subject of the present proceedings without leave of a Justice first had and obtained.  On 19 November 1998 the applicants sought leave to issue the proceedings.  In my opinion that leave should be refused.
