HER HONOUR:   I have before me an ex parte application for leave to issue a proceeding brought by Ms Bahonko on 5 September 2007.  Justice Gummow acting pursuant to rule 6.07 directed the Registrar to refuse to issue the proposed summons without the leave of a Justice first had and obtained.  Ms Bahonko applied for leave on 11 September 2007 and the matter came before me.  I refuse leave to issue the proceeding and I publish my reasons.
