REGULATIONS UNDER THE WOOL USE PROMOTION ACT 1945.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Wool Use Promotion Act 1945.

Australian Wool Board Regulations.

Citation.

1.These Regulations may be cited as the Australian Wool Board Regulations.

Definitions.

2.In these Regulations, unless the contrary intention appears—

“member” means a member of the Board, and includes the deputy of a member;

“the Act” means the Wool Use Promotion Act 1945;

“the Board” means the Australian Wool Board constituted under the Act.

Fees of Chairman and members.

3.—(1.) The Chairman of the Board shall be entitled to receive a fee of Three pounds three shillings per day, and each member, while acting as such, shall be entitled to receive a fee of Two pounds two shillings per day, for attendance at meetings of the Board or of any Committee of the Board:

Provided that if he attends a meeting of the Board and of a Committee on the same day, he shall be entitled to receive one fee only in respect of those attendances.

(2.) The Chairman of the Board shall be entitled to receive a fee of Three pounds three shillings per day, and each member, while acting as such, shall be entitled to receive a fee of Two pounds two shillings per day, for each day on which he is engaged, with the approval of the Minister, on business of the Board in Australia:

Provided that a fee shall not be paid under this sub-regulation in respect of any day on which the Chairman or member attends a meeting of the Board or of a Committee of the Board and receives a fee for such attendance under the last preceding sub-regulation.

Travelling expenses.

4.—(1.) Where a member is required to travel a distance of not less than fifteen miles from his residence to the place where a meeting of the Board or of a Committee of the Board is held, or where the business of the Board referred to in the last preceding regulation is transacted, he shall be entitled to receive, in addition to any fee paid under the last preceding regulation) an allowance at the rate of One pound ten shillings per day in respect of each day on which he is required to be absent from his residence.

(2.) In addition to the allowance specified in the last preceding sub-regulation, a member shall be entitled to receive the transport costs actually and necessarily incurred in travelling from his place of residence to the place where the meeting is held or the business is transacted and returning to his place of residence.

Fees and expenses outside Australia.

5.Where the Chairman of the Board or any other member is engaged on any business of the Board outside Australia, he shall, subject to the approval of the Minister, be paid—

(a) such amounts actually incurred by him for travelling expenses as, in the opinion of the Minister, are reasonable; and

(b) a fee of Three pounds three shillings per day for each day upon which he is engaged on that business.

Special provisions in respect of certain members.

6.Nothing in regulations 3, 4 and 5 shall apply to the Commonwealth Wool Adviser, or to a member of the Board who is also a member of the Parliament of the Commonwealth or of any State, but this regulation shall not affect any rights conferred, apart from those regulations, by or under the Wool Use Promotion Act 1945.

Entertainment expenses.

7.The Board may make available an amount, not exceeding (except with the approval of the Minister) Two hundred pounds in any one year, for entertainment expenses incurred by the members and officers

 

of the Board, and the Chairman may reimburse, from any amount so made available, himself or any other member, or any officer, who has incurred such expenses.

Salaries of officers.

8.—(1.) An officer appointed, transferred or promoted by the Board to an office specified in the Table contained in the Schedule to these Regulations shall be paid the minimum salary specified in that Table opposite to that office, or such higher salary (not exceeding the maximum specified in that Table opposite to that office) as the Board determines.

(2.) The Board may, if it is satisfied with the conduct, diligence and efficiency of an officer, grant such annual increments (if any) as are specified in the Schedule to these Regulations, opposite to the office occupied by that officer, but so that the annual salary of the officer shall not exceed the maximum salary so specified.

Conditions of employment of officers appointed by the Board.

9.—(1.) Subject to this regulation, the provisions of the regulations for the time being in force under the Commonwealth Public Service Act 1922-1943 in regard to—

(a) leave of absence and holidays;

(b) travelling and other allowances;

(c) attendance of officers;

(d) performance of duties;

(e) hours of duty and overtime payment; and

(f) cost of living adjustment,

shall apply to officers appointed by the Board.

(2.) The powers and functions of the Public Service Board under the Regulations referred to in the last preceding sub-regulation shall be exercised in relation to officers of the Board by the Chairman of the Board, and the powers and functions of the Permanent Head and the Chief Officer shall be exercised by the Chairman of the Board or by such officer or officers of the Board as the Chairman, by writing under his hand, appoints.

(3.) Where an officer of the Board, while entitled to a travelling allowance, incurs expense for his meals and accommodation in excess of the amount of the travelling allowance, the Chairman may, if he is of opinion that the expenditure was warranted, authorize the payment to the officer of the amount of the excess expenditure:

Provided that the total of the amounts payable under this sub-regulation and as travelling allowance shall not exceed the rate of Thirty shillings per day.

Signing of cheques.

10. Cheques drawn on any account referred to in section 18 of the Act shall be signed by a member of the Board and countersigned by the Secretary to the Board or by some other person authorized in that behalf by the Board.
