REGULATIONS UNDER THE DEFENCE ACT 1903-1918.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Defence Act 1903-1918, to come into operation forthwith.

(b) and by omitting from the proviso to the regulation, the whole of sub-proviso (a), and the following words from sub-proviso (b) “nor to any officer of the Militia Forces whilst holding the appointment of Area Officer (Sec. 27 D.A.).”

B. The heading—

Division 2—District Staff, Medical and Departmental Officers.

and A.M. regulations 267, 268, 269 and 271 are repealed and the following substituted in lieu thereof:—

Division 2—Staffs of Formations, &c.

267. (1) Responsibility for co-ordinating the work of his staff rests with the commander. But since it may not be practicable on all occasions for a commander to carry out this duty, he may on such occasions delegate it, with such reservations as he may think fit, to his senior general staff officer, but such delegation in no way prejudices the right of access to the commander of heads of the other branches of the staff concerning matters with which they are charged.

(2) The duties of the several branches of the staff are to be grouped to correspond to the duties of the respective branches of the staff at Head-quarters as far as possible.

(3) The functions assigned to each branch of the staff will be as follows:—

General Staff Branch.

(a) Organization and Distribution of Troops.

(b) Training and Instruction.

(c) Allocation and Control of Training Funds, and Estimates and Expenditure in connexion therewith.

(d) Education and Examinations.

(e) Publications.

(f) Reference Library.

(g) Principles of Mobilization.

(h) War Schemes.

(i) Operation Orders.

(j) Signal Communications.

(k) Intelligence.

(l) Censorship.

Adjutant-General’s Branch.

(a) Peace Organization.

(b) Peace Establishments.

(c) Preparation and issue of Mobilization Orders.

(4) On mobilization being ordered the duties of the several branches of the staff will be in accordance with the principles laid down in the publications defining the functions of the staff in the field.

268. When the number of Staff Officers in a Formation, &c, is less than the number of the groups enumerated in regulation 267, Staff Officers may be detailed to perform the duties of two or more groups.

C. The heading—

Division 3—Artillery and Engineers,

and A.M. regulations 272, 273, and 274 are repealed and the following substituted in lieu thereof:—

Division 3—Artillery and Engineers.

272. The following special duties and responsibilities devolve upon the respective Commanding Officers of Artillery and Engineers in Formations, &c.:—

(a) The Commanding Officer, Royal Australian Garrison Artillery, in each District is responsible to the District Base Commandant for the care and preservation in a state of efficiency of all artillery materiel on charge for the fixed defences armament in the Districts and for the proper instruction of the Garrison Artillery in the District.

He will put forward in the prescribed manner requisitions for keeping the armament and stores up to the authorized establishment.

He will act generally as the artillery adviser to the District Base Commandant for all matters in connexion with the Garrison Artillery in the District.

(b) The Commander of the Artillery in each Formation, &c, is responsible to the Formation, &c, Commander for the care and preservation in a state of efficiency of all the artillery materiel on charge for the artillery in the Formation, &c., and for the proper instruction of the artillery personnel.

He will put forward in the prescribed manner requisitions for keeping the armament and stores up to the authorized proportions.

He will act generally as the artillery adviser to the Formation, &c., Commander for all matters in connexion with the artillery.

(c) The Commander of the Engineers in each Formation, &c., is responsible to the Formation, &c., Commander for the care and preservation in a state of efficiency of all engineer equipment and materiel on charge for the engineers of the Formation, &c., and for the proper instruction of the engineer personnel.

He will put forward in the prescribed manner requisitions for keeping the engineer equipment and stores up to authorized proportions.

He will act generally as the engineer adviser of the Formation, &c., Commander in all matters in connexion with the engineers and engineering.

273. An Assistant Director of Works is allotted from the Royal Australian Engineers to each District Base. As defined by these Regulations and the instructions for the control of works services he is responsible to the District Base Commandant for—

(a) The construction, alteration, addition, repair and maintenance of fortifications, buildings, works, steamers and boats; artillery practice ranges, miniature ranges and rifle ranges (other than rifle club ranges) and the custody of and supply of stores for them; provision and maintenance of water supply and works services generally at camps and bivouacs; questions and records relating to footpaths, roadways, fencing, water, lighting, heating, sanitary, disinfection and fire services, fittings, damage to buildings or works by fire, storm or other causes; and planting of trees and shrubs on Defence Department lands, but not in gardens surrounding quarters; and the acquisition, maintenance, loan, disposal, hiring, or letting of lands and buildings (other than sites for rifle club ranges, and lettings of a temporary nature of buildings for amateur entertainments, social or electoral purposes); record and control of graves and memorials services, lightning conductors, encroachments; supply and record of telephones, electric bells, electric light fittings and equipment other than for defence electric lights.

(b) Preparation of annual estimates of expenditure for works services; custody, record and amendment of accommodation register and plans of encroachments, lands, buildings and works, including drainage, water, lighting, and other systems; periodical inspection of and report on all departmental works and buildings both existing and in progress, and attendance at sanitary, marching-in, and marching-out inspections; care, accountancy and preservation of works stores; and works matters affecting preparedness for war.

(c) Advice on technical questions relating to works services; efficiency and economy in administering services controlled by his branch, and the maintaining in a satisfactory condition of these services; the supervision and control of works services and staff in his district; appropriate liaison with other branches and departments, and advice on and regulation of expenditure for works services.
