COURSES AND AWARDS RULES

Pursuant to the Courses and Awards Statute, the Council hereby:

(a) repeals the Courses and Awards rules made on the seventeenth day of March 2000;

and

(b) makes the following Rules.

1.           Citation

1.1    These Rules may be cited as the Courses and Awards Rules.

2.           Definitions And Application

2.1    In these Rules, unless the contrary intention appears:

2.1.1    “Course” means a program of study leading to an academic award granted by the AMC that has been formally accredited by Academic Board. All courses shall reside within a Department or School of the AMC.

2.1.2    “Award”, means a degree, diploma or certificate awarded by the AMC upon satisfactory completion of a course as defined above.

2.1.3    “Unit of study” (also referred to as “unit” and “module”) means an individual stand-alone component of a course. Units are identified by a title and code number.

2.1.4    “Prerequisite unit” means a specified unit that a student must successfully complete prior to enrolling in another specified unit.

2.1.5    “Unit Co-ordinator” means the member of academic staff who has overall responsibility for the delivery of a specific unit of study.

2.1.6    “Course Co-ordinator” means the member of academic staff who has overall responsibility for the delivery of a specific course. The Course Co-ordinator also normally chairs meetings of the Course Committee and the Course Examination Committee.

2.1.7    “Course Committee” means the committee established for the administration of a course in accordance with procedures and terms of reference determined by Academic Board in accordance with Rule 3 hereof. 

2.1.8    “Course Examination Committee” means the committee established to finalise grades for units of study, to determine student progression in a course and to finalise student grades upon completion of a course.

2.1.9    “Course Information” means the detailed information for a course formally published by AMC in accordance with Rule 4 hereof.

2.1.10     “Course Rules” means the rules that are formulated for the assessment and progression of students in an individual course in accordance with Rule 4 hereof.

2.1.11    “Credit” means credit (i.e. exemption) has been granted towards the completion of a course at the AMC based upon prior learning or experience.

2.1.12     “Registrar” means the Registrar of the AMC.

2.1.13    “Examination” means any task that is required to be undertaken by a student for the final assessment of the student's performance in a unit.

2.1.14     “Examination period” means an officially designated and published period during which examinations are held.

2.1.15    “Examination Co-ordinator” means the person nominated by the Registrar to co-ordinate examinations in accordance with policies and procedures determined by Academic Board.

2.1.16     “Circumstances beyond the reasonable control of a student” means serious ill health or misadventure. It does not include the demands of employers, pressure of employment or time devoted to non-AMC activities.

2.1.17    “Census date” means the date when students incur liabilities and when AMC is required to report legislated student information to the Department of Education, Science and Training (DEST) or its successor. The census date is published by 1 October of the year prior to the commencement of that unit.

2.2    These Rules shall apply to every course as defined in Rule 2.1.1. Where a conflict exists between these “Courses and Award Rules” and “Course Rules” as described in Rule 4 hereof these “Courses and Award Rules” shall prevail.

3.            Course Committees And Course Examination Committees

3.1   The Head of School or Department shall establish a Course Committee to administer each course in accordance with policies and procedures laid down by Academic Board.

3.2   The members of each Course Committee shall meet as a Course Examination Committee at the end of each assessment period (normally a semester) to determine student grades and progression in a course.

3.3   The Chair of the Course Committee and the Course Examination Committee shall ensure that an accurate minute of each meeting is kept in accordance with procedures determined by Academic Board and that each minute is lodged with the office of the Registrar.

4.            Course Rules And Course Information

4.1    The Course Committee shall formulate detailed Course Rules for the approval of the Academic Board concerning the admission, assessment and progression of students in the course and such other particulars of the course as the Academic Board deems necessary.

4.2    Course Rules shall include clear reference to AMC’s policies, procedures and rules relating to student academic misconduct as approved by Academic Board.

4.3    Course Rules must include reference to these Courses and Awards Rules.

4.4    Copies of the Course Rules shall be lodged with the relevant Head of Department/School, the Vice-President (Academic & Research), the Registrar and the Manager, Student Administration.

4.5    The Registrar or nominee shall ensure that current Course Rules for each course and the current policies, procedures and rules relating to student academic misconduct are published on AMC’s Internet site and in other publications in accordance with procedures determined by Academic Board. 

4.6    The Head of Department or School shall ensure that at the commencement of each course all students are provided with current Course Rules and that students are notified of any subsequent changes to Course Rules.

5.            Units of Study

5.1    A student completes a unit of study if the student:

5.1.1  participates in the requisite learning experiences provided for the unit of study;

5.1.2  meets the standards required by the AMC for academic honesty;

5.1.3  meets all attendance, examination and assessment requirements for the unit of study.

5.2    Units of study reside within a Department or School but they may be a component of a course that is offered by another Department or School. In such a circumstance, the Course Examination Committee of the course concerned has final jurisdiction over student progression.

5.3    All unit assessment shall be conducted in accordance with policies and procedures determined by Academic Board.

6.            Prerequisite Units

6.1    In a course where a prerequisite unit has been stipulated in the Course Rules a student must complete that pre-requisite unit in accordance with Rule 5.1 before being permitted to enrol in the subsequent unit. Only in exceptional circumstances, may a Course Committee waive a prerequisite for an individual student.

7.            Credit for Prior Learning or Experience

7.1    Students may apply for credit in accordance with the policy “Recognition of Prior Learning” as approved by Academic Board.

7.2    Details of eligibility for credit and the application process shall be described in Course Rules.

7.3    Where a student has been granted credit in a course, the student shall be granted exemption from the unit or units and an EXEMPT grade will be recorded on the student’s academic record.

8.            Examination Periods and Examination Timetables

8.1    The Registrar or nominee shall publish the dates of designated examination periods for all courses.

8.2    The Examination Co-ordinator shall ensure that a provisional examination timetable is published no later than six weeks prior to the commencement date of an examination period.

8.3    Where a student believes the provisional examination timetable contains a clash of examination times, the student shall notify the Registrar or nominee in accordance with the procedure specified on the published provisional timetable.

8.4    The Examination Co-ordinator shall publish a final examination timetable no later than three weeks before the commencement of the examination period, having due regard for any notifications made under Rule 8.3.

  1. Supplementary Assessment

    9.1    In accordance with the policy “Assessment Policy and Procedures” as approved by Academic Board, the Course Examination Committee may award the interim grade of Supplementary Assessment (S) to a student who has marginally failed a unit. 

    9.2    The Course Co-ordinator and the Unit Co-ordinator concerned shall determine the form of supplementary assessment and any conditions that pertain to it.

    9.3    Where a student fails to comply with the conditions that pertain to supplementary assessment, a grade of FAIL shall automatically be incurred.

    10.           Failure To Complete Items Of Unit Assessment

    10.1     A student who is unable to complete items of assessment or sit the examination for a unit by or on the date specified due to circumstances beyond his or her reasonable control may:

    10.1.1    apply to discontinue the unit in accordance with Rule 22; or

    10.1.2    apply for an extension of time to complete the items of assessment or apply for a deferred examination.

    10.2     An application for extension under Rule 10.1.2 shall be submitted on the appropriate form and shall be approved by the Course Co-ordinator.

    10.3      A period of extension should not normally extend beyond the census date of the following semester. Applications for a period of extension beyond this period shall require the approval of both the Head of Department or School and the Registrar and shall only be granted in exceptional circumstances.

    10.4     A student who is unable to attend an examination due to circumstances beyond his or her reasonable control shall notify the Course Co-ordinator and shall submit evidence for the purpose of explaining the absence within three working days unless prevented from doing so due to exceptional circumstances.

    10.5     Pursuant to Rule 10.6, the nature of the evidence required is described in the policy “Assessment Policy and Procedures” as approved by Academic Board.

    10.6     If a student becomes ill during an examination, the student shall notify the invigilator at the time and submit evidence to the Course Co-ordinator within three working days unless prevented from doing so due to exceptional circumstances.

    10.7     The Course Co-ordinator shall report all submissions made under Rule 10.4 and Rule 10.6 to the Course Examination Committee which may:

    10.7.1     permit the student to undertake a deferred examination or some other form of assessment;

    10.7.2     determine that a grade be awarded on the basis of items of assessment previously completed by the student.

    11.           Student Academic Misconduct

    11.1       Students are required to undertake assessment in accordance with rules determined by Academic Board.

    11.2       Alleged breaches of these rules shall be dealt with in accordance with the policy “Student Academic Misconduct” as approved by Academic Board.

    12.          Grades Awarded upon Completion of a Unit of Study

    12.1       In accordance with criteria determined by Academic Board, a student who has completed a unit of study may be awarded one of the following final grades:

High Distinction            (HD) Outstanding performance
Distinction   (D) Commendable performance
Credit   (C) Performance more than satisfactory
Pass   (P) Satisfactory performance
Pass Conceded        (PC) Awarded in exceptional circumstances where overall performance is considered to warrant such a concession
Ungraded Pass        (UP) Assessed on a Pass/Fail basis only
Competent               (CO) Unit assessed on a Competent/Not Yet Competent basis only
Not Assessable       (NA) Indicating completion of a non-assessed unit.

13.          Grades Awarded for Failure to Complete a Unit of Study

13.1     A student who fails to complete a unit of study may be awarded one of the following final grades:

Withdrawn      (WD) Withdrawn from the unit without academic penalty
Fail          (F) Unsatisfactory performance in the unit
Fail –did not participate     (FNP) Student failed to submit any unit assessments
Fail – did not sit                 (FNS) Student failed to sit the unit examination (takes precedence over FNC)
Fail – did not complete    (FNC) Student failed to complete compulsory assessments other than the unit examination
Fail - late withdrawal       (FLW) Withdrawn from the unit with academic penalty
Not Yet Competent         (NYC) Unit assessed on a Competent/ Not Yet Competent basis only

14.          Exempt Grade

14.1     In accordance with the policy “Recognition of Prior Learning” as approved by Academic Board a student may be exempted from enrolment in a unit of study by virtue of being granted credit. In such a circumstance, the student will be awarded the following grade:

Exempt   (E)  Exempted by virtue of being granted credit

15.          Interim Grades

15.1     A student may also be awarded an interim grade indicating that further action is required in order for the student to complete the unit of study:

Supplementary   (S)                   Marginal failure with provision of a further opportunity to obtain a grade of pass
Deferred        (DEF) Indicating that pursuant to Rule 0, a student has been granted a deferred examination and that a final grade has not yet been awarded.
Extension          (ET) Indicating that pursuant to Rule 10.2, a student has been granted an extension of time to complete item(s) of assessment (other than examinations)  and that a final grade has not yet been awarded
Suspended Enrolment             (SE) Indicating that pursuant to Rule 20, the student has been granted suspension of enrolment.
Result Not Available              (RN) Results not available due to a delay in the assessment or administrative procedure.

16.          Honours Grades

16.1     A student who has met the requirements for honours in accordance with the policies approved by the Academic Board and as published in the Course Rules may be awarded one of the following honours grades:

First Class   (H1) Outstanding achievement  equivalent to the best scholarship in the academic field
Second Class Division 1      (H2.1) Exceptional work which makes an original contribution to knowledge
Second Class Division 2      (H2.2) Substantially original work that demonstrates understanding of current critical and theoretical approaches to the topic and of research methodology
Third Class   (H3) Accomplished work which demonstrates some capacity for originality

17.          Review of Student Progress

17.1     At the end of each assessment period (normally a semester), the Course Committee shall meet as the Course Examination Committee to review the progress of each student enrolled in that course over the assessment period.

17.2     In accordance with the policy “Assessment Policy and Procedures” as approved by Academic Board, a Course Committee has authority to determine what constitutes satisfactory or unsatisfactory progress for all students enrolled in that course.

17.3     The definition of unsatisfactory progress shall be published in Course Rules.

17.4     The Chair of the Course Examination Committee shall report to the Registrar any student whose progress is deemed to be unsatisfactory by the Course Examination Committee.

17.5     The Registrar shall send a formal written warning to the student advising him or her that if the Course Examination Committee deems their progress to be unsatisfactory for a second time - he or she will be automatically excluded from the course unless they are able to demonstrate good cause.

17.6     Pursuant to Rule 17.5 good cause means circumstances beyond the reasonable control of the student. In all cases the onus shall be on the student to provide the AMC with satisfactory evidence to establish good cause.

17.7     Pursuant to Rule 17.5, upon being notified by the Chair of the Course Examination Committee that a student’s progress has been unsatisfactory for a second time, the Registrar shall notify the student that unless he or she is able to demonstrate good cause he or she will be excluded from the course. The student shall be advised that he or she must respond within ten working days from the date specified in the notification.

17.8     The Head of Department or School shall permit a student to re-enrol upon notification from the Registrar that the student has shown good cause.

17.9     If the student is unable to show good cause or if the student fails to respond to the notification, then he or she shall be excluded from the course.

17.10   Exclusion shall normally be for one academic year.  However, the Course Examination Committee shall have the authority to determine an alternate period of exclusion.

17.11   A student who is excluded from a course shall not continue with that course nor attend or undertake any further assessment in the units of that course.

17.12   A student excluded from a course may apply for re-admission to that course after the expiry of the period of exclusion in accordance with procedures determined by Academic Board.

17.13   A student excluded from a course is not prevented from applying for admission into another course in accordance with AMC Admission Procedures.

17.14A student who has received notification in accordance with Rule 17.7 may request that his or her case be reviewed on the grounds that there have been administrative or procedural errors. The request shall be made in writing to the Registrar within the ten day period referred to in Rule 17.7. 

17.15   At the Registrar’s discretion, the Chair of Academic Board or nominee and the Registrar or nominee shall review the case to which the request relates and the decisions made shall be final.

17.16   Notification to the student of the results of the review, or the Registrar’s reasons for declining the request for review shall be made within ten working days from the date the request for review was received.

18.  Publication of the Results of Assessment

18.1     At the conclusion of a Course Examination Committee meeting, the Chair shall ensure that a record of the results of assessments pursuant to Rules 12, 13, 14, 15 and 0 is transmitted to the Registrar or nominee in a form specified by the Registrar or nominee who shall record these results.

18.2     The Registrar or nominee shall make available to each student a statement of that student’s results. Statements of results may be sent by mail or email or be made available by electronic means in a form that is approved by Academic Board for that purpose from time to time.

18.3     Any statement of results of assessment shall include details of the grade of assessment and a description of the grade as described in Rules 12, 13, 14, 15 and 0.

18.4     No person other than the Registrar or nominee shall be authorised to issue statements of results and only statements of results so issued shall be recognised by the AMC.

18.5     If it is deemed necessary or appropriate by the Registrar to publicly display results of assessment, those results shall be shown by student identification number only.

19.  Review of a Unit Grade and Appeals against a Unit Grade

19.1     A student may request a review of a unit grade or appeal against a unit grade that has been notified to them under Rule 18.  Any such review shall be conducted in accordance with procedures described in the policy, Assessment Policy and Procedures, as approved by Academic Board.

20.          Awards

20.1     In order to qualify for an award a student must comply with the requirements of the relevant course as published in the Course Rules. 

20.2     Where a student has not met the requirements for the award as stipulated in the Course Rules, the student may qualify for a subsidiary award subsumed in the award where the Course Examination Committee deems that the student has met the requirements for the subsidiary award as stipulated in the Course Rules. In such a circumstance, the student must apply in writing to the Chair of the Course Examination Committee for the award to be made.

20.3     Where the Course Examination Committee has confirmed that a student is eligible for an award, the Academic Board, on being notified by the Chair of the Course Examination Committee, shall confirm that the student has met the requirements of the course and shall report to the AMC Council accordingly.

20.4     Where a student has been reported by the Academic Board under Rule 20.3 as being eligible for an award, the Council or its nominee shall approve the receipt by the student of the appropriate award from the AMC subject to the student’s compliance with the Statutes and Rules of the AMC.

20.5     The Council may make an award “with distinction” to any student whose performance in the course leading to the award has been outstanding in the opinion of the Course Examination Committee concerned. Such an award shall be approved by Academic Board prior to its recommendation to Council.

20.6     The Council may make an award “with honours” to any student who has fulfilled the requirements for such an award as approved by Academic Board and as  published in Course Rules.

20.7     Upon recommendation from Academic Board, Council may make an “Aegrotat award” in the case of death or serious incapacity in the final semester or other final period of study.

21.          Access to Examination Scripts

21.1     Examination scripts shall remain the property of AMC.

A student has the right to inspect his or her examination script in accordance with the policy “Assessment Policy and Procedures” as approved by Academic Board.

22.          Change of Unit and Discontinuation Of Enrolment in A Unit

22.1     A student who wishes to change enrolment in a unit or units shall apply to the Course Co-ordinator using the appropriate form. Change of units shall not normally be considered unless application is made prior to the deadlines for such changes as published by the Registrar or nominee.

22.2     If a student discontinues enrolment in a unit or course prior to the census date for the unit as stipulated in Course Rules, the student’s enrolment in that unit or course shall be deleted from the student's record without academic penalty to the student. 

22.3     If a student discontinues enrolment in a unit after the census date for the unit as stipulated in Course Rules but prior to the mid-point of the unit’s duration, enrolment in that unit will be discontinued without academic penalty but will not be deleted from the student's academic record where a grade of WITHDRAWN will be recorded.

22.4     Discontinuation from a unit after the mid-point of the unit’s duration will result in the award of a FAIL (LATE WITHDRAWAL) grade for that unit unless the student was unable to make the application to withdraw prior to the mid-point due to circumstances beyond his or her reasonable control.

22.5     Except in exceptional circumstances and unless the student has been granted suspension of enrolment in accordance with Rule 23.1, the candidature of a student will be deemed to have lapsed if the student discontinues enrolment in all units during a semester. A student whose candidature has lapsed and who wishes to resume studies shall reapply for admission in accordance with the Admission Rules of the AMC.

23.          Suspension of Enrolment in a Course

23.1     Upon written application to the Course Committee, a student may be granted suspension of enrolment in a course for a total period not exceeding two semesters (one year). Approval to suspend enrolment will normally be granted once only and for whole semesters (i.e. suspension of enrolment may not begin or end during a semester).

23.2     Any period granted as suspension of enrolment shall count towards the maximum period permissible for completion of the course, as specified by the Academic Board and as published in the Course Rules.

23.3     Except in exceptional circumstances, the enrolment of a student who has not re-enrolled in a course in accordance with College re-enrolment procedures will be deemed to have lapsed if the student has not applied for and been granted suspension of enrolment. 

23.4       A student whose enrolment has lapsed and who wishes to resume studies shall reapply for admission in accordance with the Admission Rules of the AMC.
