AUSTRALIAN MARITIME COLLEGE

ADMISSION RULES

Pursuant to the Admission Statute the Council hereby:

(a)        repeals the “Admission Rules” made on the twenty-first day of March 1986; and

(b)        makes the following Rules

1          Citation

These Rules may be cited as the Admission Rules.

2          Definitions

In these Rules unless a contrary intention appears -

“Advanced Standing” means the partial discretionary exemption granted by the AMC towards an award of the AMC.

“Award”, in relation to a tertiary institution, means a degree, diploma or certificate awarded by the institution upon satisfactory completion of a course as defined above.

“Course” means an undergraduate, graduate or certificate course of the AMC leading to a nationally accredited award or an award of the State or Territory educational authority.

“Professional qualification” in relation to these Rules means a certificate of competency or other statutory certificate or licence recognised by the Academic Board.

“Semester” means a semester or a term as may be appropriate for the particular course in respect of which the word is used.

“Tertiary institution” means an educational institution at which some or all of the students who attend the institution are taught at a tertiary level of education.

3          Admissions

Subject to these rules, there shall be for each academic program a Course Co-ordinator appointed by the relevant Faculty Director.

4          Course Co-ordinator Functions and Procedures

The Course Co-ordinator shall, where required, consider and make determinations on applications for admission to the relevant AMC courses, including applications for admission with advanced standing or recognition of prior learning.

5          General Admission Requirements

5.1       An applicant shall not be admitted to a course unless that applicant satisfies the requirements of the Academic Board in relation to that course.

5.2       Requirements made by the Academic Board in relation to admission to a course shall be published in the Handbook of the AMC for the year, or for each of the years, as the case may be, in relation to which the requirements are to apply.

5.3       An applicant for admission to a course may be required to satisfy the relevant Course Co-ordinator that he/she has a sufficient command of the English language to enable him/her to undertake the course.

6          Standard Admission

6.1       Notwithstanding Rule 5, the Enrolment Officer may admit to an undergraduate or certificate course any applicant for admission to that course provided that the applicant clearly meets the academic prerequisites as determined by the Academic Board and published in the Handbook of the AMC for that year.

6.2       Where an applicant does not clearly meet the academic prerequisites, the Enrolment Officer is to forward the application to the relevant Course Co-ordinator who may admit to an undergraduate or certificate course any applicant for admission to that course provided:

(a)        the applicant satisfies the Course Co-ordinator that he/she has a reasonable likelihood of success in that course, having regard amongst other considerations to the likelihood of obtaining industry experience (if required by the course) and of satisfying the physical fitness standard (if required by the course); and

(b)        the relevant Course Co-ordinator responsible for the course is satisfied that the teaching facilities are available, provided that if the number of qualified applicants for the course exceeds the number for which teaching facilities are available, the Course Co-ordinator may determine which applicants may be admitted.

7          Mature Age Admission

7.1       Notwithstanding Rules 5 and 6, an applicant for admission to an undergraduate or certificate course who does not meet the admission requirements made by the Academic Board for that course may be considered for admission if that applicant:

(a)        is 21 years of age or over;

(b)        seeks entry primarily on the grounds of experience and achievement.

Such an applicant may be regarded as a candidate for Mature Age admission.

7.2       In respect of a Mature Age applicant, the Course Co-ordinator for that course may, at his/her discretion, require the applicant to undertake such tests or examinations as is deemed necessary to enable the Course Co-ordinator to determine whether or not the applicant is likely to be able to successfully complete the course.

7.3The Course Co-ordinator may admit to an undergraduate or certificate course a Mature Age applicant provided that:

(a)        the applicant satisfies the Course Co-ordinator that he/she has a reasonable likelihood of success in that course, having regard amongst other considerations to the likelihood of obtaining industry experience (if required by the course) and of satisfying the physical fitness standard (if required by the course); and

(b)        the Course Co-ordinator responsible for the course is satisfied that the teaching facilities are available provided that if the number of qualified applicants for the course exceeds the number for which teaching facilities are available, the  Course Co-ordinator may determine which applicants may be admitted.

8          Graduate Admission

8.1       Subject to Rule 5, the Course Co-ordinator may admit to a graduate course any applicant provided that:

(a)        the applicant satisfies the academic requirements for the course; and

(b)        the Course Co-ordinator responsible for the course is satisfied that teaching facilities are available,            provided that if the number of qualified applicants for the course exceeds the number for which teaching facilities are available, the Course Co-ordinator may determine which applicants may be admitted.

8.2       To satisfy this rule with regard to academic qualifications, an applicant for admission to a course which is postgraduate in time but not necessarily in standard, shall have achieved a combination of sufficient professional experience in a relevant field and sufficient academic qualifications to enable that applicant to undertake the course with a reasonable likelihood of success.

9          Admission with Advanced Standing

9.1       At the time at which the admission to a course is sought, an applicant may apply for advanced standing in that course by reason of holding an award or status towards an award of a tertiary institution other than the AMC, or by reason of holding a professional qualification or status towards a professional qualification as defined in Rule 2.

9.2       An applicant under Rule 9.1 shall submit with the application for admission with advanced standing, documentary evidence of the award or professional qualification or status towards the award or professional qualification held.

9.3       Where the Course Co-ordinator is satisfied that an applicant under Rule 9.1 holds an award or professional qualification or status towards an award or professional qualification as the case may be, he/she may grant the applicant such advanced standing towards an award of the AMC as it sees fit.

9.4       Where, under the Admission Rules, a student is granted advanced standing towards an award, that student is, by virtue of that grant, entitled to the same rights in relation to that award and to the course of education or training relating to that award that the applicant would have had if that advanced standing had been acquired other than by grant.

10        Recognition of Prior Learning

10.1     At the time at which submission to the course is sought to a competency based training course, an applicant may apply for Recognition of Prior Learning as a basis of assessment of competency for the course, or elements of the course, by reason of holding a trade qualification, status towards a trade qualification, prior learning within a trade or industry experience in the particular trade or competency.

10.2     An applicant under Rule 10.1 shall submit with the application or at time of enrolment a request for Recognition of Prior Learning supported by documentary evidence including, but not restricted to, evidence of trade qualifications, status towards a trade qualification or competency, prior learning within the trade or competency, and/or a certification of industry experience in that particular trade or competency.

10.3     Where the Course Co-ordinator is satisfied that an applicant under Rule 10.1 meets the requirements within a competency to be granted the grade ‘competent’, then the applicant is to be granted such recognition of prior learning towards the award of the AMC as he/she sees fit.

10.4     Where, under the Admission Rules, a student is granted Recognition of Prior Learning towards an award, that applicant is, by virtue of that grant, entitled to the same rights in relation to that award and to the course of education or learning of relating to that award that the student would have had if the recognition of prior learning had been acquired other than by grant.

11        Application for Admission

11.1     Applications for admission shall be forwarded in the first instance to the Enrolment Officer who is to assess the application against the rules and admission requirements of the course to which entry is sought.

11.2     Should an application not be consistent with the rules and admission requirements, the Enrolment Officer shall append a recommendation on the applicant’s candidacy prior to consideration of the application by the Course Co-ordinator.  The recommendation made shall be consistent with these Rules and with the admission requirements of the course to which entry is sought.

11.3     An applicant for admission to a course to which these Rules apply shall lodge such information as the Course Co-ordinator requires, including the appropriate application form.

12        Notice of Result of Application

12.1     The Registrar shall, through the Manager, Student Administration, advise an applicant in writing of the result of the application for admission.

12.2     Where an application has been successful, the Manager, Student Administration shall forward to the applicant an offer of a place which shall specify:

(a)        the course in which the place is offered;

(b)        the semester, date and year in which the applicant may commence the course; and

(c)        a closing date beyond which the offer of the place will lapse.

12.3     Each applicant accepting an offer of a place shall:

(a)        on or prior to the closing date referred to in Rule 12.2(c) notify the Manager, Student Administration in writing of their acceptance of the offer;

(b)        prior to commencement of the course, carry out such enrolment procedures as may be specified by the AMC; and

(c) if the course includes matters in respect of which fees are payable pursuant to Section 32 of the Maritime College Act 1978, pay the appropriate fees.

12.4     The notice of the result of an unsuccessful application shall specify either that there is no place at present available in the course for which the application was made and that the applicant may re-apply, if appropriate, in a succeeding semester or year as the case may be, or that the applicant has not satisfied the admission requirements of the AMC.  In the latter case, the notice to the unsuccessful applicant shall advise of the right to appeal under Rule 14.

12.5     An applicant who has been offered a place in a course and who does not pay the fee (if any) in accordance with Rule 12.3 shall not be eligible to commence that course.

13        Admissibility

13.1     An applicant is not eligible to commence a course in any semester in any year, unless that applicant has, in relation to that semester and that year, been admitted to that course in accordance with the Admission Rules.

13.2     A student admitted to a course in any semester in any year remains eligible to undertake that course subject to any conditions imposed by the rules from time to time governing that course, unless that student:

(a)        has been directed not to continue with that course under the Courses and Awards Rules;

(b)        has been excluded from the AMC under the Student Disciplinary  Rules;

(c)        has been prevented from enrolling or re-enrolling as a student at the AMC under the Fees and Obligations Rules;

(d)        fails to enrol in a semester without first obtaining permission to defer enrolment.

(e)        withdraws from the course during a semester without first obtaining permission to do so;

(f)         transfers to another course; or

(g)        has been found by the Academic Board to have been admitted to a course on the basis of false, misleading or incomplete statements.

14        Appeals

14.1     An applicant who has been advised by the Registrar of unsuccessful application for admission to a course, or unsuccessful application for admission to a course with advanced standing, may appeal against the decision.  Any such appeal shall be made in writing to the Registrar who shall refer it to the Admissions Appeal Panel.

14.2     The Admissions Appeals Panel shall have delegated authority from the Academic Board to make determinations on appeals against admission decisions.

14.3     The Admissions Appeals Panel shall consist of an academic staff member from each Faculty, and the Registrar.  The panel’s decision, which shall be final, shall be conveyed to the appellant in writing by the Registrar.

15        Single Subjects

15.1     An applicant who wishes to undertake single subjects only shall complete the appropriate application form and forward it to the Enrolment Officer, who shall refer that application to the relevant Course Co-ordinator for decision.

15.2     After consideration by the Course Co-ordinator, the Manager, Student Administration shall advise the applicant in writing of the result of the application.

15.3     A subject of study passed by a student who is enrolled in the subject under Rule 15.2, but who has not been admitted to the relevant course and who is subsequently admitted to that course under the Admission Rules, shall not be counted towards the requirements for successful completion of that course except with the approval of the Course Co-ordinator.  Such approval shall be sought at the time application for admission to the course is made.

15.4     A person who enrols under Rule 15.2 shall be deemed to be a student for the purposes of the Statutes and Rules of the AMC unless the contrary intention appears.

16        Professional Qualifications

16.1     A person who wishes to undertake a course of study leading to a professional qualification as defined in Rule 2, shall complete the appropriate application form and forward it, together with such other documentary evidence as may be required by the AMC, to the Enrolment Officer.  The Enrolment Officer shall refer the application and any related material to the relevant Course Co-ordinator for decision.

16.2     After consideration by the Course Co-ordinator, the Enrolment Officer shall advise the applicant in writing of the outcome of the application.

16.3     A person who enrols under Rule 16.2 shall be deemed to be a student for the purposes of the Statutes and Rules of the AMC.

17        General Powers

Nothing in these rules shall limit the right of the AMC to reject an application for admission from a person who is deemed to be unsuitable.
