said several sums to such persons for the purposes hereinbefore ment ioned in such m a n n e r and in such proportions as t he Governor by anv war ran t or order in wr i t ing under his hand and directed to the said Treasurer shall from t ime to t ime order and direct, and the payments so to be made shal l be charged upon and payable out of the Consoli dated l l e v e n u e F u n d of t he said S t a t e ; b u t the said Treasurer shall not be held liable for any claims which may arise in connect ion with any of t he Sta te D e p a r t m e n t s t ransferred to the Commonweal th on or after the date of such transfer.
X I V . The said Treasurer shall in his Accoun t s from t ime to t ime be allowed credit for any sum or sums of money paid by h im in pur suance of such war ran t or order in wri t ing as aforesaid, and the receipt or receipts of the respective persons to whom the same shall be so paid shall be a full and valid discharge to the said Treasurer in pass ing his said Accoun t s for any such sum or sums as shall be there in ment ioned, and he shall receive credit for the same accordintrlv.
