Appropriation Act 2000-2001

An Act to appropriate money for the purposes of the Territory for the financial year commencing on 1 July 2000, and for other purposes

The Legislative Assembly for the Australian Capital Territory enacts as follows:
1 Name of Act
This Act is the Appropriation Act 2000-2001.
2 Commencement
This Act commences, or is taken to have commenced, on 1 July 2000.
3 Purposes
This Act is made for the purposes of—
(a)sections 57 and 58 of the Australian Capital Territory (Self-Government) Act 1988 (Cwlth); and
(b)sections 6 and 8 of the Financial Management Act.
4 Definitions
In this Act:
Financial Management Act means the Financial Management Act 1996.
financial year means the year beginning on 1 July 2000.
5 Interpretation
A word or expression in this Act has the same meaning as in the Financial Management Act.
6 Appropriations of $1,659,684,000
(1) If a department is mentioned in column 1 in a Part of Schedule 1—
(a)the amount mentioned in column 3 in that Part is appropriated to the department for the net cost of providing outputs in the financial year for the appropriation unit mentioned in column 2 in the Part; and
(b)the amount mentioned in column 4 in that Part is appropriated to the department for capital injection in the financial year for the appropriation unit mentioned in column 2 in the Part; and
(c)the amount mentioned in column 5 in that Part is appropriated to the department for payments to be made on behalf of the Territory in the financial year for the appropriation unit mentioned in column 2 in the Part.
(2) The amount mentioned in column 6 in Part 17 of Schedule 1 is appropriated to the Treasurer’s advance for the purposes of section 18 of the Financial Management Act.
7 Appropriation units and output classes
(1) A group of outputs mentioned in column 2 of Schedule 2 is identified as a class of outputs for the Financial Management Act.
(2) An appropriation unit mentioned in column 1 of Schedule 2 consists of the classes of outputs, or the group of output classes, mentioned in column 2 of that schedule opposite the appropriation unit.
8 Net appropriations for capital injections
For section 9A of the Financial Management Act, it is declared that all the appropriations for capital injections mentioned in Schedule 1, except the appropriations for capital injections mentioned in Parts 6 and 7 of the Schedule, are for, or partly for, the net cost of purchasing or developing assets.
9 Commonwealth specific purpose payments
Section 17 of the Financial Management Act applies to all appropriations under subsection 6 (1) of this Act except the appropriations to the following departments:
(a)Legislative Assembly Secretariat;
(b)Auditor-General;
(c)ACT Executive;
(d)Central Financing Unit;
(e)Superannuation Unit;
(f)InTACT;
(g)ACTION;
(h)ACT Forests.
10 Payments to the Commonwealth
Section 17A of the Financial Management Act applies to the appropriation mentioned in column 5 in Part 15 of Schedule 1.
11 Superannuation appropriation
For the definition of superannuation appropriation in the dictionary to the Territory Superannuation Provision Protection Act 2000, it is declared that the appropriations mentioned in columns 4 and 5 in Part 7 of Schedule 1 are appropriations for superannuation.
