AN ACT to appropriate and apply out of the Consoli- dated Revenue Fund and from Moneys to Credit of the General Loan Fund and from the Public Account certain sums to make good the supplies granted for the service of the Year ending the thirtieth day of June, One thousand nine hundred and forty-one, and to supplement grants made by the present Parliament during its last Session in adjustment of the Vote " Advance to Treasurer, 1939-40," for charges during the Year ended the 30th day of June, 1940 ; to approve of certain expenditure under section forty-one of the Forests Act, 1918- 1931, and to ratify certain expenditure in relation to the Perth Branch of the Royal Mint.

Australia, in Parliament assembled, towards making good the supply which we have cheerfully granted Your Majesty in this Session of Parliament, have resolved to grant unto Your Majesty the Sums here- inafter mentioned, and do therefore most humbly beseech Your Majesty that it may be enacted : And be it therefore enacted by the King's Most Excellent

Majesty, by and with. the advice and consent of the Legislative Council and Legislative Assembly of West- ern Australia, in this present Parliament assembled, and by the authority of the same, as follows (that is to say) :-

Short title.

1.

This Act may be cited as the Appropriation Act,

1940-41.

There shall and may be issued and applied, for or towards making good the supply granted to His Majesty for the services of the year ending th.e thirtieth day of June, One thousand nine hundred and forty- one, the following sums, that is to say :—

of moneys.

From the Consolidated Revenue Fund the sum of Three Million Nine Hundred and Eighteen Thousand Five Hundred and Forty-five Pounds;

From moneys to credit of the General Loan Fund, the sum of One Million Six Hundred and Thirty Thousand Nine Hundred and Fifty-eight Pounds;

From the Public Account for Advance to Treas- urer the sum of Two Hundred Thousand Pounds.

Whereas during the year 1938-39 expenditure totalling Twenty-six Thousand Pounds was charged

expenditure on the Royal

Mint.

against the permanent annual appropriation of Twenty-five Thousand Pounds under the Perth Mint Act, 1895-1919, and authority for the overcharge of One Thousand Pounds against such appropriation is necessary, the charge of Twenty-six Thousand Pounds against " Royal Mint " as shown on page sixteen of the Public Accounts for the year 1938-39, is hereby ratified.

SCHEDULE D.

ADVANCE TO TREASURER.

To be issued, if and when required, from the Public Account, to enable the Treasurer to make advances to the public officers, also advances for the Trading Concerns, and to other persons, or to create a suspense account for the purchase of mechanical appliances, or for payments of deposits on Contracts or on account of other Governments, etc. Also to pay expenses of an unforeseen nature, chargeable against the Consolidated Revenue Fund, or the General Loan Fund; such disburse- ments to be transferred monthly to the respective Votes and Services, and to be shown as excesses thereon or as new items. The appropriation may also include expenditure in excess of the provisions of any Loan Act pending statutory authority for the raising of such moneys, and the appropriation may- also include expenditure on works and services pending provision being made in a Loan Act, and such expendi- ture, to be charged to Loan Suspense Account, to be subsequently submitted to Parliament for specific appropriation. The whole amount to be adjusted subject as hereinafter provided, not later than 30th June, 1942: Provided that expenditure incurred for minor advances to other persons and for purchase of mechanical appliances may be adjusted over such period as the Treasurer may approve-500,000.
