No. 34 of 1920.

AN ACT to appropriate and apply out of the Consolidated Revenue Fund and from Moneys to Credit of the Trust Fund and the General Loan Fund and from the Public Account certain sums to make good the supplies granted for the Service of the Year ending the thirtieth day of June, One thousand nine hundred and twenty-one, and to supplement grants made by the present Parliament during its last Session in adjustment of the Vote "Ad- vance to Treasurer, 1919-20," for charges during the Year ended the 30th day of June, 1920, and to approve of the Scheme of Expenditure, under Section forty-one of the Act No. 8 of 1919.

MOST GRACIOUS SOVEREIGN,-

Preamble.

-`ATE, Your Majesty's Most Dutiful and Loyal Subjects,

the Legislative Assembly of Western Australia, in Parliament assembled, towards making good the Supply which we have cheerfully granted Your Majesty in this Session of Parliament, have resolved to grant unto Your Majesty the Sums hereinafter mentioned, and do there- fore most humbly beseech Your Majesty that it may be enacted: And be it therefore enacted by the King's Most Excellent Majesty, by and with the advice and consent of the Legislative Council and Legislative Assembly of West- ern Australia, in this present Parliament assembled, and by the authority of the same, as follows (that is to say) :—

Short tine.

1. This Act may be cited as the Appropriation Act,

1920-21.

Application of

moneys.

2. There shall and may be issued and applied, for or to- wards making good the supply granted to His Majesty for the services of the year ending the thirtieth day of June, One thousand nine hundred and twenty-one, the following sums, that is to say:—

From the Consolidated Revenue Fund the sum of Three Million Two Hundred and Seventy-four Thousand Nine Hundred and Eighty-eight Pounds.

From moneys to credit of the Trust Fund, the sum of One Hundred and Seven Thousand Eight Hundred and Thirty-four Pounds.

From moneys to credit of the General Loan Fund, the sum of Two Million Eight Hundred and Ninety-one Thous- and Nine Hundred and Thirty-two Pounds.

From the Public Account for Advance to Treasurer the sum of One Hundred Thousand Pounds.

From the Consolidated Revenue Fund the sum of Four Million Five Hundred and Sixty-eight Thousand Nine Hun- dred and Eighty-eight Pounds.

From moneys to credit of the Trust Fund the sum of One Hundred and Seventy-two Thousand Eight Hundred , and Thirty-four Pounds.

From moneys to credit of the General Loan Fund the

sum of Three Million Six Hundred and Forty-one Thousand

Nine Hundred and Thirty-two Pounds.

From the Public Account for Advance to Treasurer the sum of Four 'Hundred Thousand Pounds, and

(2.) All sums granted by this Act to supplement grants Advance to in confirmation of the expenditure from the vote, "Advance Iremurer. to Treasurer, 1919-20," for charges during the year ended

the 30th day of June, 1920, that is to say:

From the Consolidated Revenue Fund the sum of Five Hundred and Sixty-seven Thousand Eight Hundred and Forty-seven Pounds Fonr Shillings and Eight Pence;

From the General Loan Fund the sum of One Hundred and Forty-eight Thousand Five Hundred and Ninety-two Pounds One Shilling and Seven Pence;

From the Trust Fund the sum of Eight Thousand Two Hundred and Twenty-eight Pounds and Five Pence,

are appropriated and shah be deemed to have been appro-

priated for the purposes and services expressed in Schedules Schedules It

ADVANCE TO TREASURER.

To be issued, if and when required, from the Public Account, to enable the Treasurer to make advances to public officers, also advances for the Trading Concerns, and to other persons, or for payments of deposits on Contracts, or on account of other Govern- ments, etc. Also to pay expenses of an unforeseen nature, chargeable against the Con- solidated Revenue Fund or the General Loan Fund, or the Sale of Government Property Trust Account or the Lands Improvement Loan Fund ; such disbursements to be trans- ferred monthly to the respective Votes and Services, and to be shown as excesses thereon for as new items. The appropriation may also include expenditure; in excess of the provisions of any Loan Act pending statutory authority for the raising of such moneys, and the appropriation may also include expenditure on works and services pending provision being made in a Loan Act, and such expenditure, to be charged to Loan Suspense Account, to be subsequently submitted to Parliament for specific appropriation. The whole amount to be adjusted not later than 30th June, 1922-2400,000.

IMPROVEMENT AND REFORESTATION OF STATE FORESTS.

WORKING PLAN No. 3.

Covering all that country within the prime jarrah belt south of the Eastern Railway to the southern boundary of the Jarrandale concession, the portion to be taken in hand first being the destroyed forest of the Goldfields Water Supply Catchment Area near Mundaring. The work for 1920-21 to include:—

Sylvicultural operations over the destroyed forests and road-making to enable the marketing of firewood which will be eat according to sylvicultural requirements. The erection of a forest station. The exten- sion of a nursery for the raising of pines and other exotics. The planting and sowing of such species on land incapable of carrying prime jarrah forest.

WORKING PLAN NO. 2.

Covering all that country within the prime Tuart Belt between the Capel and Sabina Rivers. The work for 1920-1921 to include:—

Sylvicultural operations to assure the regeneration of Tuart. Pro- tection of the Than regeneration from fire and grazing. (A fire break is to be completed around the whole of the area and a fence erected as soon as wire is available at a reasonable cost.)

Utilisation of the over-mature timber at present on the area with a minimum of waste. (With this object a small mill is in the course of erection and will commence cutting operations during the coming finan- cial year.)

Covering all that country held under coal mining leases in the Collie district and such adjoining country as may be necessary for the provision of an adequate supply of mining timber for the coal mining industry in the Collie district.

The work for 1920-1921 to include:—

A timber survey to determine the extent of existing supplies. Sylvi- cultural operations, especially- over those areas from which all the mining timber has been extracted. The introduction of fast-growing exotics on areas incapable of supporting a crop of prime jarrah.

SANDALWOOD AND MALLET BARK PROPAGATION.

Available supplies of mallet bark have been largely exhausted, and accessible supplies of sandalwood are being rapidly cut out. These two species have main- tained a valuable export trade in the past, and, although steps have been taken to prohibit the cutting of immature sandalwood, further action is required to ensure adequate future supplies. A careful study has been made of the condi- tions affecting the growth of the two species, and it is proposed to create timber reserves east of Narrogin, for the artificial regeneration and protection from fire of these valuable trees.

CLASSIFICATION.

The classification of the timber lands of the South-West is a necessary fore- runner of reforestation work. Three camps of classifiers and compassmen are in active operation and 1920-21 should see the major proportion of this work completed.

SALARIES AND TRAVELLING EXPENSES.

The salaries and expenses of those officers of the department who devote the greater portion of their time to duties directly concerned with reforestation work, as distinct from revenue collecting and timber inspecting, are charged against this fund.

RESEARCH AND INVESTIGATION.

The activities of the Forest Products Laboratory will necessarily be restricted

during the coming financial year owing to limitation of accommodation, equip-

ment, and staff.

It is important that research work should be carried on as far as possible, especially in connection with Tan Barks, the Powell Process, Forest Pathology, the Physical Properties of Timber, Kiln Drying, and Paper Making.

Among the activities of the Forests Products Laboratory is included a tannin survey of all forest products which appear likely to provide suitable raw material for the tainting of hides and skins. The services of an expert leather chemist have been obtained and, in order that his attention' during the first twelve month§ shall be devoted to local problems, 'especially the. use of red gum kino for leather tanning, the State Government have agreed to pay £500 towards his salary and expenses, on Condition that the Commonwealth Government provide a like amount.

It is also necessary that Provision be made for the collection of data relating to problems of sylviculture and mensuration and the carrying on of botanical and entomological investigations.

ADVERTISING AND EXHIBITS.

Certain' of our timbers have always found a ready market owing to their splendid properties, but too frequently they have been relegated to inferior uses and comparatively low piiees obtained in consequence. It behoves us now that we realise that the supply is not unlimited to make every effort to see that our products aro put to the best use for which they are suited, and a fair price obtained for them.

There are other of our timbers which have been neglected in the past, but by demonstrating their undoubted utility a market can be found for them before it is too late to save them from destruction.

SCHOOL FOR APPRENTICES.

The Commonwealth Forest School is for the training of professional officers only. The question of training boys for the lower grades of the service is left to the State.

An Instructor in Forestry has been appointed, the position being combined with that of Assistant Working Plans Officer, and in order that the boys may receive adequate training, provision must be made for a satisfactory plant.

FOREST PUBLICITY.

The general public is only beginning to realise the great and urgent need for a strong policy of reforestation. There are vast areas in Western Australia capable of agricultural development and the amount of forest land is small in comparison. The settler can do much to assist in the conservation of existing supplies and the creation of new woods for future requirements, but Ile needs to be stimulated to efforts directed along proper lines, and this can only be accomplished by a wide publicity campaign.

COMMONWEALTH FOREST SCHOOL.

The various State Governments have agreed to co-operate with the Common- wealth Government in establishing a school for the training of officers in the profession of forestry. The school is to be established in New South Wales, and the cost of maintenance is to be borne by contribution from each State on a population basis and a subsidy from the Commonwealth Government equal to one-sixth of the total contributions from the States. The quota to be paid by this State amounts to £314.

ARBORETA.

It is proposed to establish forest arboreta in various centres throughout the State. These arboreta will serve the purpose of testing the suitability of different species of trees to varying conditions of soil and climate. Moreover they will be valuable object lessons to the people of the district, and their aesthetic value when established as proposed in the neighbourhood of some of our larger country towns will be considerable.
