tralia, the advice and consent of the Legislative Council thereof, the General Public Revenues of the Province, not otherwise by law specially appropriated, there shall or may be further issued and applied; in the manner hereinafter provided, for the several purposes hereinafter mentioned, any sums of money not exceeding in amount respectively, the several sums of money 'hereinafter ~pocified, that
