No. 61 of 1919.

AN ACT to appropriate and apply out of the Consolidated Revenue Fund and from Moneys to Credit of the Trust Fund and the General Loan Fund and from the Public Account certain sums to make good the supplies granted for the Service of the Year ending the thirtieth day of June, One thousand nine hundred and twenty, and to supplement grants made by the present Parliament dur- ing its last Session in adjustment of the Vote " Advance to Treasurer, 1918-19," for charges during the Year ended the 30th day of June, 1919.

Preamble.

which we have cheerfully granted Your Majesty in this Ses-

sion of Parliament, have resolved to grant unto Your Majesty the Sums hereinafter mentioned, and do there- fore most humbly beseech Your Majesty that it may be enacted: And be it therefore enacted by 4the King's Most Excellent Majesty, by and with the advice and consent of the Legislative Council and Legislative Assembly of West- ern Australia, in this present Parliament assembled, and by the authority of the same, as follows (that is to say) :—

From the Consolidated Revenue Fund the sum of Two Million Three Hundred and Three Thousand Six Hundred and Eighty-four Pounds.

From moneys to credit of the Trust Fund, the sum of Two Hundred and Thirty-one Thousand Six Hundred and Seventy-four Pounds.

From moneys to credit of the General Loan Fund, the sum of Two Million Four Hundred and Fifty-nine Thousand Nine Hundred and Fourteen Pounds.

From the Public Account for Advance to Treasurer the sum of One Hundred Thousand Pounds.

From moneys to credit of the General Loan Fund the sum of Three Million One Hundred and Eighty-nine Thou- sand Nine Hundred and Fourteen Pounds.

From the Public Account for Advance to Treasurer the sumo of Four Hundred Thousand Pounds, and

(2.) All sums granted by this Act to supplement grants in confirmation of the expenditure from the vote, "Advance to Treasurer, 1918-19," for charges during the year ended the 30th day of June, 1919, that is to say:

From the Consolidated Revenue Fund the sum of One Hundred and Fifty-three Thousand Six Hundred and Fifty- five Pounds and One Penny.

From the General Loan Fund the stun of Eighty-four Thousand Six Hundred and Seventy-five Pounds Four Shil- lings and Ten Pence.

From the Trust Fund the sum of Two Thousand Two Hundred and Nineteen Pounds Twelve Shillings and Seven Pence,

Schedules B to are appropriated and - shall be deemed to have been appro-

priated for the purposes and services expressed in Schedules

B, C, D, E, F, G, H, and I.

ADVANCE TO TREASURER.

To be issued, if and when required, from the Public Account, to enable the Treasurer to make advances to public officers, also advances for the Trading Concerns, and to other persons, or for payment of deposits on Con- tracts, or on account of other Governments, etc. Also to pay expenses of an unforseen nature, chargeable against the Consolidated Revenue Fund or the General Loan Fund, or the Sale of Government Property Trust Account or the Land Improvement Loan Fund ; such disbursements to be transferred monthly to the respective Votes and Services, and to be shown as excesses thereon or as new items. The appropriation may also include expenditure in excess of the provisions of any Loan Act pending statutory authority for the raising of such moneys, and the appropriation may also include expendi- ture on works and services pending provision being made in a Loan Act, and such expenditure, to be charged to Loan Suspense Account, to be sub- sequently submitted to Parliament for specific appropriation. The whole amount to be adjusted not later than 30th June, 1921—£400,000.

IMPROVEMENT AND REFORESTATION OF STATE FORESTS.

WORKING PLAN No. 1.

Covering all that country within the prime Jarrah Belt south of the Eastern Railway to the southern boundary of the Jarrandale Concession, the portion to be taken in hand first being the destroyed forests on the Goldfields Water Supply Catchment Area near Mundaring. The work for 1919-1920 to include-

Sylvicultural operations over the destroyed forests, and road-making to enable the marketing of firewood which will be cut under the sylvieultural operations. The erection of a forest station and the necessary quarters for the returned soldiers who are to be engaged on the work. The estab- lishment of a Nursery for raising plants for the above work.

WORKING PLAN No. 2.

Covering all that country within the prime Tuart Belt between the Caper and Sabina River. The work for 1919-1920 to include :—

Sylvicultural operations to assure the regeneration of Tuart. The utilisation of the over-mature standing timber, and the timber in the limbs of trees already felled. For this purpose a small wood-working industry will be established. The fencing of such reserves as are not already protected from stock will also be done if wire is available at reasonable cost.

FORESTS PRODUCTS LABORATORY.

The State Government has agreed to co-operate with the Common- wealth Government in the erection of a Forests Products Laboratory in Western Australia, and to devote a sum of £5,000 to this purpose.

RESEARCH WORK.

It is probable that the Forests Products Laboratory will not be com- pleted during the coming financial year, and it is important that research work should be carried on as far as possible, particularly in connection with Tan Barks, the Powell Process, Fungus Diseases, the Physical Pro- perties of the Timbers, Kiln-drying, and Paper-making.

FOREST PUBLICITY AND EDUCATION.

The area under forest in Western Australia is very small indeed in

comparison with the area of the whole country capable of agricultural devel-

opment, and it is necessary to awaken in the minds of all persons on the

land a true consciousness of the situation in order that one and all may aid by conserving existing timber reserves, and by establishing new woods by means of private plantations. This can only be done by a wide publicity campaign.
