[1] This statement concerns:
(a) the process to be adopted for setting special national minimum wages for award/agreement free junior employees and employees to whom training arrangements apply in the Annual Wage Review 2010–11; and
(b) proposals for a broad review of apprentice and trainee wages and conditions.
[2] In its decision of 3 June 2010 in relation to the Annual Wage Review 2009–10, 1 the Minimum Wage Panel noted that it is required to set special national minimum wages for award/agreement free junior employees and employees to whom training arrangements apply in the Annual Wage Review 2010–11.2 This Review is expected to take place in the first half of 2011. The decision noted that any review for the purpose of setting the special national minimum wages would need to be undertaken to allow sufficient time to inform submissions and consultations as required by the Fair Work Act 2009.3 The Panel also noted proposals, particularly by the Australian Government, for a broad review of apprentice and trainee wages and conditions, including those in modern awards.4
[3] The Panel indicated that the President would convene a conference to consider the form the review will take and to develop a timetable. 5 That conference will take place at 10am on 24 August 2010 in Melbourne. Any person or body with an interest in these matters is invited to attend.
[4] To facilitate discussions at the conference, interested persons and bodies are also invited to lodge written proposals in advance of the conference. Two matters which might be dealt with in the written proposals are whether there should be a broad review of wages and conditions for employees to whom training arrangements apply and if so whether it should be joined with the review of minimum wages for award/agreement free juniors and employees to whom training arrangements apply. Other matters which might be addressed include the scope of the review, who should conduct it, procedures and timing.
[5] Written proposals should be filed by 9 August 2010. Filing arrangements will appear on the Fair Work Australia website.
