ANNUAL REPORTS (STATUTORY BODIES) ACT 1984—
REGULATION
(Relating to additional matters to be reported)

HIS Excellency the Governor, with the advice of the Executive Council,
and in pursuance of the Annual Reports (Statutory Bodies) Act 1984, has
been pleased to make the Regulation set forth hereunder.

The Annual Reports (Statutory Bodies) Regulation 1985 is amended:
(a) by inserting after clause 4 (1) (d) (i) the following subparagraph:
(ia) a list of all significant committees established or abolished
during the financial year to which the report relates and a
list of the functions of all such committees;
| (b) | by omitting clause 4 (1) (j) (i) and by inserting instead the following subparagraph: |
(i) the number of employees, by category, with comparison to each of not less than 3 years before the financial year to which the report relates;
(c)
by omitting clause 4 (1) (n) and by inserting instead the following paragraphs :
(n)
risk management and insurance activities—a report on the risk management and insurance arrangements and activities affecting the statutory body;

(o) controlled entities—a detailed statement of the name, objectives, operations, activities, performance targets and actual performance measures of each entity controlled by the statutory body that is an entity of the kind referred to in section 39 (1A) of the Public Finance and Audit Act
1983.
(d) by inserting at the end of clause 5 (2) the following matter:
• the number of copies printed of the annual report and the average cost of producing each copy, if known, or if not, the estimated average cost of producing each copy, based on the external costs (such as fees for consultants or printing costs) incurred in the production of the report.
(e) by omitting clause 6 (b);
(f) by inserting at the end of clause 6 the following subclause:
(2) The annual report of a statutory body is to contain an index and a table of contents. These are to be arranged so as to assist in identifying the reporting requirements of the Act complied with in the report.
(g) by inserting at the end of clause 7 the following subclause:
(3) An additional copy of an annual report of a statutory body is to be provided to the Clerk of the Parliaments and the Clerk of the Legislative Assembly in a computer readable form which complies with guidelines issued by the Treasurer.
EXPLANATORY NOTE
The main object of this Regulation is to amend the Annual Reports (Statutory Bodies) Regulation 1985 so as to require a statutory body to include additional material in its annual report.
The Regulation provides for the following additional requirements relating to
particulars of significant committees established or abolished during the
financial year to which the report relates are to be included (item (a));
further information on employees of the statutory body is to be included
(item (b));
a report on the risk management and insurance activities of the statutory
body is to be included (item (c)—proposed clause 4 (1) (n)); particulars of certain bodies controlled by the statutory body (e.g. subsidiary companies) are to be included (item (c)—proposed clause 4 (1)

the average (or estimated average) cost of producing a copy of the statutory body’s annual report (based on external costs incurred in its production e.g. printing costs) and the number of copies produced are to be included (item (d));
an index and a table of contents are to be included and arranged in such a manner as will assist in identifying the reporting requirements under the Annual Reports (Statutory Bodies) Act 1984 that are being complied with (items (e) and (f));
| the Clerk of each House of Parliament in a computer readable form which |
| an additional copy of a statutory body’s annual report is to be provided to |
| complies with guidelines issued by the Treasurer (item (g)). |
The Regulation is made under the Annual Reports (Statutory Bodies) Act 1984,
including section 17 (the general regulation making power) and sections 7 and 9.
