HIS HONOUR:   On 25 November 2020, the applicant sought to file an application for a constitutional or other writ. On 27 November 2020, Bell J directed, pursuant to r 6.07.2 of the High Court Rules 2004 (Cth), that the Registrar refuse to issue or file that document without the leave of a Justice first had and obtained by the applicant. By an application filed on 1 December 2020 the applicant now seeks that leave. For the reasons that I now publish I would dismiss that application. The order of the Court is that the application is dismissed pursuant to r 25.09.1 of the High Court Rules 2004 (Cth). I publish that order.
