Regulations under the Education Ordinance 1937-1952.*

T W I L F R E D S E L W Y N K E N T H U G H E S , Minister of State for • l , the Interior, in pursuance of the powers conferred upon me by the Education Ordinance 1937-1952, hereby make the following Regulations.

A M E N D M E N T S O F T H E E D U C A T I O N R E G U L A T I O N S .

1. Regulation 4 of the Education Regulations is amended by omit- Definitions,

ting from sub-regulation (1.) the definition of " Director of Education ".

2. Regulation 25 of the Education Regulations is amended by How bursaries

omitting the words " the Board ". are allotted-

4. Regulation 30 of the Education Regulations is repealed and the following regulation inserted in its stead:—

"30 .—(1 . ) The Minister may, subject to these Regulations, allot Award of
annually such number of bursaries as he thinks fit for award to boys l^age*'
and girls who have attained the age of eleven years but have not limits,
attained the age of thirteen years on the first day of J anua ry next
following the date fixed for holding the qualifying examination.

" (2.) Awards of bursaries shall be made to those candidates who,

in the opinion of the Minister, show the greatest merit in the qualifying

examination.

" (3.) Bursaries are tenable at Secondary Schools approved by the

5. Regulation 33 of the Education Regulations is repealed and the following regulation inserted in its stead:—
are open for competition by candidates attending schools in the of candidates- " 33.—(1.) The bursaries made available annually by the Minister Eligibility
Territory.
" (2.) A candidate is not eligible unless one of his parents or his guardian is ordinarily resident in the Territory.".

>8. Regulation 36 of the Education Regulations is repealed and the

following regulation inserted in its stead:—

Admission of " 36. A bursar may be admitted to commence his secondary school
bursars at year
subsequent to course at a year subsequent to the first year of the course if he pro-
first. duces evidence to the satisfaction of the Minister that his previous
studies qualify him to do so.".

7. Regulation 37 of the Education Regulations is repealed and the

following regulation inserted in its stead:—

Undertaking " 37.—(1.) Before a bursary is awarded to a candidate, a parent or the guardian of the candidate shall certify in writing to the Registrar that it is his intention that the candidate will, if awarded the bursary, attend at school for at least four years of the period for which the bursary is tenable.

" (2.) If the Minister has agreed that, upon the award of the bursary, the bursar will be admitted at a year subsequent to the first, a certificate for the purposes of the last preceding sub-regulation is ,
sufficient if it certifies that it is the intention of the parent or guardiar/^^^ that the candidate will attend at school for such period (not being m o r e ^ ^ than four years) as is necessary to complete the course.".
Intermediate
Presentation for 8. Regulation 3S of the Education Regulations is amended—
Certificate
examination. (a) by omitting from sub-regulation (1.) the words "Inter- mediate Examination" and inserting in their stead the words " Intermediate Certificate Examination " ; and
(b) by omitting sub-regulation (2.).
Extension of 9. Regulation 39 of the Education Regulations is amended by
bursary. omitting the words " The Board " and inserting in their stead the words
" The Minister ".
Bursaries 10. Regulation 40 of the Education Regulations is amended by
admitting to
Secondary omitting sub-regulation (1.) and inserting in its stead the following
Courses upon
results of sub-regulations:—
Intermediate
Certificate " (1.) The Minister may allot annually such number of bursaries
examination. as he thinks fit for award upon the results of the external Intermediate
Certificate examination.

" (1A.) Bursaries under this regulation may be awarded by the

Minister to students who have reached a standard which is acceptable
to the Board as constituting the requisite standard for the award of ^L

bursaries. wM

" (1B.) If the full number of bursaries allotted in any year for ™

award under this regulation are not awarded in accordance with the last preceding sub-regulation, the Minister may award the remaining bursary, or one or more of the remaining bursaries, as the case may be, to a student or students whose results at the external Intermediate Certificate examination are considered by the Minister to be deserving of special recognition.".
