1. Regulation 3 of the Canberra Sewerage and Water Supply Regulations is
repealed.
2 . Regulation 4 of the Canber ra Sewerage and Water Supply Regulations is
amended—
(a) by omitting from the definition of "Drain" in sub-regulation (1) the words " block or houses " and substituting the words " block of
houses ";
( b ) by inserting in sub-regulation ( 1 ) , after the definition of " P u b l i c bu i ld ing" , the following definit ion:—

" ' s a n i t a r y fixture' means an apparatus (o ther than a pipe) that is installed in a building for the collection of sewage for
delivery into the sewerage system;"; and
(c ) by omitt ing the definition of " the City Area ".
3 . Regulation 6 of the Canberra Sewerage and Water Supply Regulations is
a m e n d e d —
(a) by omitting from sub-regulation (1) the words " or a drainer's licence, in accordance with F o r m C, E, G, or I " and substituting the words
" or a sanitary drainer's licence or an operative drainer's licence, in
accordance with F o r m 3, 5, 7, 9 or 11 " ;

(b)
by omitting from sub-regulation (2) the words and letters " Form A, D , F or H " and substituting the words and figures " Form 1, 4, 6, 8 or 10 ";
(c)
by omitting from sub-regulation (2) the word and letter " Form B " (wherever occurring) and substituting the word and figure " Form 2 "; and
(d) by omitting paragraph (3 ) ( a ) ; and (e ) by adding at the end thereof the following sub-regulations:—
" (4 ) A licence issued under this regulation—
(a)
expires on the expiry date next succeeding the date of issue of the licence; and
(b) may be renewed for a period of 5 years.
" ( 5 ) In sub-regulation ( 4 ) , ' expiry date ' means— (a) in the case of a licence issued before 31 December 1977— 31 December 1977; and (b) in the case of a licence issued on or after 31 December 1977 —each succeeding 31 December that occurs at intervals of 5 years from 31 December 1977. " (6 ) A n application for the renewal of a licence under these Regulations shall be made in writing before expiry of the licence and shall be accompanied by the fee prescribed by regulation 9 for the renewal.".
4. Regulation 7 of the Canberra Sewerage and Water Supply Regulations is
repealed and the following regulation substituted:—
" 7 . ( 1 ) A licence shall not be issued under these Regulations unless the
applicant satisfies the Proper Authority—
(a) that the applicant has attained the age of 18 years;
(b) that he has a sufficient knowledge of these Regulations;
( c ) in the case of an applicant for a sanitary plumber's l icence—(i) that he has completed an apprenticeship in plumbing and has successfully completed a course of advanced plumbing handi craft at a technical school or college in Canberra; or
(ii) that he holds a qualification with respect to plumbing that is recognized under the Agreement;
(d)
in the case of an applicant for a water-supply plumber's licence— that he holds a qualification with respect to water plumbing that is recognized under the Agreement;
(e ) in the case of an applicant for a journeyman plumber's l icence—
(i) that he has successfully completed a course of basic plumbing handicraft at a technical school or college in Canberra; or
(ii) that he has successfully completed a course of an equivalent standard;
(f) in the case of an applicant for a sanitary drainer's l icence—
(i) that he has successfully completed a course of sanitary draining
at a technical school or college in Canberra and has gained 2 years' trade experience in house drainage, whether before or after the completion of the course; or
(ii) that he holds a qualification with respect to draining that is recognized under the Agreement; and
( g ) i n t h e c a s e o f a n a p p l i c a n t f o r a n o p e r a t i v e dra iner 's l i c e n c e —
( i ) t h a t h e h a s s u c c e s s f u l l y c o m p l e t e d a c o u r s e i n o p e r a t i v e san i tary d r a i n i n g a t a t e c h n i c a l s c h o o l o r c o l l e g e i n C a n b e r r a a n d has

e x e c u t e s the w o r k u n d e r t h e g e n e r a l s u p e r v i s i o n o f t h e E n g i n e e r . " . 7. Regulation 15 of the Canberra Sewerage and Water Supply Regulations is repealed and the following regulation substituted:—
"15. (1) A person shall not alter, remove or in any way interfere with a drain, fitting, pipe, bend, trap or other thing connected with the sewerage system unless—
(a) he is the holder of a licence under these Regulations; and
(b)
the Engineer has granted to him in respect of the work a plumbing permit or a drainage permit.
Penalty: $300.
" (2) For the purposes of paragraph (1) ( b ) —
(a) a plumbing permit shall be in accordance with Form 12; and
(b) a drainage permit shall be in accordance with Form 13.
" (3) For the issue of a plumbing permit under this regulation, a fee of $20, together with $2 for each sanitary fixture in excess of 9 sanitary fixtures involved in the work, is payable.
" (4) For the issue of a drainage permit under this regulation, a fee of $12 is payable.".
8. After regulation 15 of the Canberra Sewerage and Water Supply Regulations the following regulation is inserted:—
" 15A. Notwithstanding the provisions of regulations 12, 15 and 47, the owner of land on which a drain is blocked may unblock the drain if—
(a)
it is impossible or impracticable to obtain within a reasonable time, for the purpose of unblocking the drain, the services of the holder of a licence under these Regulations;
(b)
in unblocking the drain, no pipe, cover or concrete material is broken nor thrust-block removed; and
(c)
as soon as possible after the unblocking, he notifies the Proper Authority in writing that he has unblocked the drain.".
9. Regulation 16 of the Canberra Sewerage and Water Supply Regulations is
amended by omitting all the words from and including the words " a plan " tothe end of the regulation and substituting the words " approval has been given under regulation 18 ". 10. Regulation 18 of the Canberra Sewerage and Water Supply Regulations is amended by adding at the end thereof the following sub-regulations:—
" (2) Subject to sub-regulation (3) , for the inspection of a plan submitted for approval under paragraph (1) (b) , a fee of $12, together with $2 for each sanitary fixture in excess of 9 sanitary fixtures shown on the plan, is payable.
" (3) Where a plan submitted for approval under paragraph (1) (b) is not approved and—
(a) the plan is amended and submitted again for approval; or
(b) a new plan is submitted for approval,
otherwise than because of an error or omission in a plan issued under regulation
20, a fee of $5 is payable.".
