AMENDMENTS OF THE CANBERRA COMMUNITY
HOSPITAL BY-LAWS.
1. By-law 14 of Part I I . is repealed and the following by-law inserted in its stead:—
"14. He shall, when necessary, assist in consultation with the Honorary Medical Officers, and shall administer anaesthetics in the cases of necessitous patients, and in other cases by arrangement with the Visiting or Honorary Medical Officers."
| 2. | Part X. is amended— (a) by omitting from the provisions headed "H.—General", |
the words " and hypodermic injections", and inserting in their stead the words " , hypodermic injections, oxygen and other special requirements"; and
(o) by adding at the end of the provisions headed "H.—
General " the following:—

(a) Special nursing facilities will be available only with the approval of the'Medical Superintendent.
holidays, or in cases of accident or emergency."; (c) by adding the following new by-laws:—
(b) If patients or relatives request or insist on the services of a special nurse, such services must be paid for by the responsible person at cost to the Board.
(c) Patients in private and intermediate wards shall meet all special nursing expenses at cost to the Board less 33£ per cent, reduc- tion, but no charge shall be made to patients in general wards.
(d) Persons not eligible for benefits under Section 17 of. the Ordinance shall meet all special nursing expenses at cost to the Board.".
3. The provisions headed " Out-patient Department" in Part XI . are amended—
(a) by omitting from by-law 1 the words "recommended for
treatment by Honorary Medical Officers";
(b) by omitting by-law 4 and inserting in its stead the
following by-law:—
" 4 . The hours for treatment of out-patients shall be
from 9.30 a.m. to 11 a.m. daily excepting on Sundays," 5. The recommendation by a visiting Medical Officer for treatment of a patient as an out-patient shall be in the following form:—

NOTE.—-By-law No. 7 relating to Out-patients' Department reads as folkrws:—
' Any person who makes or furnishes any statement required by theseBy-laws which is false in any material particular shall be guilty of an
offence. Penalty: Five pounds.'
In my opinion the patient is entitled to free out-patient treatment.

4. After P a r t X I . the following P a r t is added:—
• " X I I . — V E H I C L E S IN HOSPITAL GROUNDS. 1. A driver of a vehicle in the Hospital grounds— (a) shall not. except for the purpose of taking up or setting
down a patient or passenger, stop the vehicle in any portion of the drive-way immediately in front of the south-eastern side of the administrative block (the main entrance) of the Hospi ta l ;
(&) who has stopped the vehicle in such portion of the drive- way for the purpose of taking up or setting down a patient or passenger shall remove the vehicle therefrom forthwith after the patient or passenger has been taken up or set down;
(c) shall not park the vehicle at any place in the hospital grounds other than a place set apart as a parking area for vehicles; and(d) shall at all times comply with all notices exhibited in the
hospital grounds relating to vehicles or traffic.
2. Any person who commits a breach of this by-law shall upon
conviction be liable to a penalty not exceeding Five pounds.".
