REGULATIONS UNDER THE MEAT ORDINANCE 1920-1929.

PURSUANT to the powers conferred upon it by the Meat Ordinance 1920-1929, the Federal Capital Commission appointed under the Seat of Government {Administration) Act 1924-1928 hereby makes
the following Regulations, to come into operation forthwith.

AMENDMENT OF THE MEAT REGULATIONS 1926.

1.. Regulation 16 of the Meat Regulations is repealed and the

following Regulation inserted in its stead:—

(a) the carcase or portion has been sufficiently cooled; and

( i ) the carcase or portion has been examined and branded by

offence against this regulation by reason only that he has removed

Provided that, during such periods as the Commission specifies from

time to time, a meat vendor shall not be deemed to have committed an

from the public abattoir or approved slaughtering place, any carcase or portion of a slaughtered animal which has not been suniciently cooled, provided that—

(a) he removes the carcase or portion to a cooling chamber so constructed to the satisfaction of an Inspector as to prevent the contamination of the carcase or portion by flies; and-

(6) he allows the carcase to cool to the satisfaction of an

Inspector before it is cut up.

" ( 2 ) No person shall remove from the puhlic abattoir or any approved slaughtering place any diseased carcase, or diseased portion of a carcase condemned by an Inspector.

" (3) I f an Inspector suspects the existence of disease likely to

render any carcase or portion of a carcase unfit for human consumption,

.. he may cut into or divide the carcase or portion or remove any par t of
the carcase or portion for the purpose of inspection.".

2.   Regulation 18 of the Meat Regulations is amended—:

(a ) by inserting in sub-regulation (1) after the word
" e m p l o y e e " (first occurring), the words " o f the Com-
mis s ion" ; ...

(b) by omitting from sub-regulation (1) the words " sha l l at any public abattoir or approved slaughtering place " and inserting in their stead the words " at any public abattoir or approved slaughtering place, shall, without the per- mission in writing of the Commission".

3. After Regulation 18 of the Meat Regulations, the following Regulations are inserted in Pai't I I . : —

oftai, how dealt .•--'.' 18A. Offal shall be dealt with at the public abattoir or-an approved

slaughtering place under the following conditions:—

(a ) The owner may take for retail trade requirements any heads,

- feet, tongues, brains, tails, hearts, livers, cheeks, scrag

meat, fat, provided they are passed by an Inspector.

(b) Any stomachs intended for the production of tripe may be cleaned and cooked by or for the owner at any public abattoir, and the Commission will make a charge, -which will not exceed sixpence per tripe, for the use of the necessary conveniences: .

Provided that no stomachs shall be removed from any
public abattoir prior to cleaning and cooking. Any
, stomachs not intended for the production of tr ipe shall

become the property of the Commission- without any

payment therefor.

(c) The Commission will purchase all fat and also hones not

required for retail trade and-will pay for-^r ."..

(d) The Commission may permit any person to treat cattle,

sheep and pig casings at the public abattoir or any
approved slaughtering place:

Provided that no such casings shall under any eir^ cumstances be removed from any public abattoir prior to treatment to the satisfaction of an Inspector.

(e) All surplus and other offal not included in sub-regulation .(c) -of this regulation shall become the property of the Commission without payment therefor.".

•---• •• (2) The Controller may grant a permit to any person tp_ inspect the whole or any portion of any puhlic abattoir.
Bringing " 18D.'—-(1) Any person who brings any intoxicating liquor into any
iTquor'inta8 public abattoir or has in .his possession, whilst in any public abattoir,

public abattoir, any-intoxicating liquor shall be guilty of an offence.

. ( 2 ) - A n y person, who is under the influence of liquor shall not : :he

admitted into or suffered to remain in any public abattoir.

" 18E. Any person • who smokes in any public abattoir, except in 8™gS{gd

such room or place as is set apart for the purpose, shall be guilty of an

offence.

" 18P. Any person who' expectorates on the floors or walls of any Expectorating

public abattoir shall be guilty of an offence. pro b ted.

" 18G. The hours for the delivery of meat shall be such hours as are Hours for

" 18H.—(1) Where any fat or edible offal at a public abattoir is ^^f^

required for the owner's retail trade, the owner shall remove it in

suitable boxes having his name clearly painted thereon.

(2) The owner shall, immediately after any such box is used,

clean the box, or cause the box to be cleaned, with boiling water.

(3) The owner of any such fat or edible offal shall not use, for the purpose of removing the fat or offal from a public abattoir, any box on which his name is not clearly painted, or which in the opinion of an Inspector is not clean.

" 18J.—(1) Hides and skins treated at any public abattoir shall be SSnovaL0Lm

removed by the owner thereof when required by the Controller or an

Inspector.

(2) Hides and skins shall not be carried in the same vehicle as any

meat.

" 18K. All stock placed in a lairage at a public abattoir shall, unless stock in

the Controller or any Inspector otherwise directs, be slaughtered within Bei"
twenty-four hours after being placed therein.".

4. Regulation 30 of the Meat Regulations is amended by omitting

paragraph (c) and inserting in its stead the-following paragraph:—

" (c) shall place, in a suitable covered receptacle protected from .flies, all scrap meat, fat, offal and bones, not required for retail trade, and shall not mix them with other refuse, and shall remove them from the shop to the public abattoir at intervals sufficiently frequent as to ensure against putre- faction;"

5.  Regulation 49 of the Meat Regulations is amended— (a) by omitting sub-regulation (2) and inserting in its stead

the following sub-regulation:—

" (2) The brand shall be as follows :—

The letters enclosed by an interrupted circle.

The letters shall not be less than half an inch in

height.";

(b) by omitting from paragraph (c) of sub-regulation (3) the

word " and " (secondly occurring) ; and

(c) by inserting, after that paragraph, the following para-

graph :—-

" (ca) in the case of mutton, on the buttock, outside of the ribs and shoulder, on each side of the carcase;
and ".
