FEDERAL CAPITAL COMMISSION.

REGULATIONS UNDER THE INDUSTRIAL BOAKD ORDINANCE 1922-1926.

PURSUANT to the powers conferred upon it by the Industrial Board

Ordinance 1922-1926, the Federal Capital Commission appointed

under the Seat of Government {Administration) Act 1924 hereby

makes the following Regulations,' to come into operation forthwith.

AMENDMENT OE INDUSTRIAL BOARD REQULAT-ONS.

1. Regulation 2 of the Industrial Board Regulations is amended Definitions,

by inserting in the definition of " election ", after the word " workmen "

(secondly occurring), the words " or his deputy, as the case may be ".

2. After regulacic 3 of the Industrial Board Regulations, the

following regulation is inserted:—

(a) the deputy of a member shall be elected at the election

of the member;

(b) no person shall be eligible for election as the deputy of a member unless he is a candidate for election as that member; and

(c) every candidate for election as a member shall be deemed to be a candidate for election as the deputy of that member.".

ballot-paper. 5. Regulation 8 of the Industr ial Board Regulations is amended—

(a) by inserting, after the word " Regulations " (first occurring), the words " f o r the election of a member and the deputy of that member " ; and

(b) by adding at the end thereof the following sub-regulation:— " (2.) The ballot-paper to be used at any poll taken in pursuance of those Regulations for the election of the deputy only of a member shall be in accordance with Form BA. in the Schedule to these Regulations and the voter shall record his vote in the manner set out therein ".

Right to vote. 6. Regulation 9 of the Industr ia l Board Regulations is amended

by adding at the end of sub-regulation (2.) the following proviso:—

" Provided that the election of a member and the election of the deputy of that member, if held on the same day, shall be deemed to be one election.".

7. After regulation 10 of the Industr ial Board Regulations the

following regulation is inserted : —

Polling and " 10A. Subject to these Regulations, the polling and scrutiny of ballot-papers shall be conducted as nearly as practicable, mutatis mutandis, in accordance with the provisions of the Commonivealth Electoral Act 1918-1925, and the regulations thereunder relating to the polling and the scrutiny at Senate elections as if the election of a member were an election to fill the first vacancy and the elec- tion of the deputy of the member were an election to fill the second vacancy in a Senate election:
Provided thai the scrutiny of ballot-papers unenclosed in envelopes shall not be proceeded with until all the ballot-papers removed from envelopes in pursuance of sub-regulation (4.) of regulation 10 of these Regulations have been placed among them :
Provided further that the candidate who has received an absolute majority of votes on any count for electing a member shall be the candidate elected to be a member, and the candidate who has received an absolute majority of votes on any count for electing the deputy of that member shall be the candidate elected to be the deputy of that member.".

Election of One Deputy of a Member of the Industrial Board by the •workmen referred to in sub-section Df section 3 of the Ordinance.

The elector shall mark his vote on this ballot-paper by placing the number 1 in the square opposite the name of the candidate for whom he votes as his first preference; and must give contingent votes for all the remaining candidates by placing the numbers, 2, 3, 4 (and so on, as the case requires) in the squares- opposite their names, so as to indicate the order of his preference for them.

12. Form C in the Schedule to the Industr ial Board Regulations is amended by inserting, after the word " B o a r d " (fourthly occurring), the words " (or, as the case requires, the Deputy of a Member of the Industrial Board) ".
