PURSUANT to the powers conferred upon it by the Building and Services Ordinance 1924-1925, the Federal Capital Commission, appointed under the Seat of Government (Administration) Act 1924, hereby makes the followirtg Regulations, to oome Into operation forth-

AMENDMENT OF CANPEUSA'SEWEKAGE AND "WATER SUPPLY REGULATIONB.
1. Regulation ..3,, of. the Canberra Sewerage and . Water Supply
Kegulations is amended— •.
(a) by adding after the' definition of " the proper authority "
the words " , arid any reference to a form shall be readas a reference to a form in the Schedule to these Reerula-
(b) by adding at the ond thereof the following sub-regulation :—
" (2.) Strict uonrpliau.ee with the forms in the Schedule shall uot be required and substantial com- pliance shall be sufficient for (.lie purposes of these Regulations."
2. Regulation i of the Canberra Sewerage and Water Supply Regulations is amended—-
(a) by omitting the words " in a form to be determined by the proper authority," and inserting in their stead the words " or a journeyman plumber's licence, or a drainer's licence, in accordance with .Form 0, E, G, or T, as the
' case requires,"; and
(b) by inserting after sub-regulation (1.) the following sub-
regulation :—
" (1A.) An application for the issue of a licence under these Regulations shall be in accordance with
Form A, D, F or H, as the case requires, and shall
be accompanied by a certificate in accordance with ,, •. Form B and by the prescribed fee for the issue of such licence: Provided that the proper authority may in any case, if he thinks fit, dispense with the production of the certificate in accordance with Form B." ; and
(c) by omitting from paragraph (a)' of sub-regulation (2.) the words " upon payment of the prescribed fee" and inserting in their stead the words "upon application in writing accompanied by the prescribed fee for such renewal."
3. Regulation 5 of the Canberra Sewerage and Water Supply Regulations is amended—•
(a) by inserting after paragraph (6) the following para-
graphs :—
" (ba) in the case of an applicant for a journeyman .
plumber's licence—that he has passed such examination (if any) in practical plumbing as the proper authority requires;
" (lb) in the case of an applicant for a drainer's licence —that he is a competent drainer, and has passed such examination or practical teBt (if any) as the proper authority requires " ; and
(&) by omitting all words after paragraph (d).
4. After regulation 5 of the Canberra Sewerage and Water Supply Regulations the following regulation is inserted:—•
proper authority may require the applicant to produce such ^uca"n|:ftt|°"8 " 5A. Before issuing any licence under these Regulations, the uvidcnoe of evidence as the proper authority considers necessary as to his
qualifications and character.".
5. After regulation 6 of the Canberra Sewerage and Water Supply .
Regulations the following regulation is inserted:— ,, " 6A. Where an application for the issue or renewal of a aetum of
licence under these Regulations is refused the fee paid for the "h^n^nce
issue or renewal, as the case may be, of the licence shall be refused,
repaid to the applicant.".8. Regulation 1 of the Canberra Sewerage and Water Supply Regulations is amended by adding at the end thereof the following suVregulations:—
" (3.) Notwithstanding anything contained in this regulation, a person who holds a journeyman plumber's licence may execute sanitary plumbing work provided he is employed under the general supervision of a holder of a sanitary plumber's licence issued in pursuance of these Regulations.
