FRENCH CJ:   This appeal was heard in Canberra on 4 August 2015 by a Court constituted by Justices Kiefel, Bell, Keane, Nettle and myself.  On 12 August 2015, the Court dismissed the appeal with costs.  The Court indicated that its reasons for judgment would be published at a future date.  Justices Kiefel, Bell, Keane, Nettle and I joined in the orders dismissing the appeal.  I publish our joint reasons.
