“97A.—(1.) Air cadets may, subject to such conditions as the Air Board approves, be enlisted for flying training in the Citizen Air Force.
“(2.) An air cadet may, on enlistment, be required to undertake to serve as an airman in the Air Force for a period, of two years.
“(3.) An air cadet of the Citizen Air Force may, on or after the completion of his period of flying training, be appointed to a commission in the Citizen Air Force.”.

“152CA.—(1.) Where—
(
a )a person was, during the time of war which commenced on the third day of September, 1939, enlisted in, or appointed to the Citizen Air Force;(
b )that person was, immediately before that enlistment or appointment, a member of the Permanent Air Force; and(
c ) that person has, since that enlistment or appointment, served on continuous full-time service as a member of the Citizen Air Force,
that person shall, for the purposes of this Part, be deemed to have continued to be, and shall be deemed to continue to be, a member of the Permanent Air Force and the period for which that person has served and serves on continuous full-time service as a member of the Citizen Air Force shall be deemed to have been and shall be deemed to be, for the purposes of this Part, service as a member of the Permanent Air Force.
“(2.) For the purposes of this Part, the retirement from the Citizen Air Force of such a person shall be deemed to be retirement from the Permanent Air Force unless that person again becomes a member of the Permanent Air Force immediately after his retirement from the Citizen Air Force.
“(3.) The preceding provisions of this regulation do not apply to a person who became a member of the Citizen Air Force by virtue of being transferred from the Permanent Air Force in pursuance of regulation 57.”.
(2.) The last preceding sub-regulation shall be deemed to have come into operation on the nineteenth day of September, 1952.
“531.—(1.) Where a member is absent from duty due to illness or disability caused by his misconduct, the Air Board may direct that the pay and pay allowances of that member shall be forfeited, in whole or in part, in respect of the whole or a portion of the period for which the member is so absent.
“(2.) Where the Air Board gives a direction under the last preceding sub-regulation, the member shall not be entitled to payment of the pay and pay allowances which the Air Board has directed to be forfeited.
“(3.) Sub-regulation (1.) of this regulation shall not operate so as to authorize the forfeiture of pay and pay allowances of a member during any period that he is absent from duty by reason only that he is suffering from acquired venereal disease.”.
(2.) The last preceding sub-regulation shall be deemed to have come into operation on the tenth day of January, 1950.

“542C. Regulations 555, 556B, 556C, 566, 567, 568, 569, 570, 571D and 573 do not apply to, or in respect of, an officer who is in receipt of a consolidated rate of pay and allowances.”.
“543.—(1.) Subject to sub-regulation (2.) and (3.) of this regulation, the daily rate of active pay of an officer of the Permanent Air Force other than an officer of a rank higher than Air Commodore, an officer of the chaplains’ branch or a woman officer holding a rank specified in sub-regulation (5.) of this regulation, is the rate specified in relation to his rank and service in the table in this sub-regulation.

a ) is or has been granted a commission in the Permanent Air Force with the rank of pilot officer;(

“(3.)The total of the daily rate of active pay and flying pay, if any, of an officer of the Permanent Air Force commissioned from warrant or non-commissioned rank shall not be less than the rate of active pay payable, from time to time, to a member who holds the rank and mustering held, and has the service in that rank and mustering completed, by the member immediately before his appointment to commissioned rank.
“(4.) The daily rate of active pay of an officer of the chaplains’ branch of the Permanent Air Force is the rate specified in relation to his classification and service in the table in this sub-regulation.

“544A. An officer of the Permanent Air Force of the rank of Air Vice-Marshal shall be paid active pay and allowances at a consolidated rate of Three thousand six hundred pounds per annum.”.
“545.—(1.) Subject to this regulation, the daily rate of deferred pay for an officer of the technical branch of the Permanent Air Force who has the qualifications required for aircrew duties and an officer of the general duties branch of the Permanent Air Force is the rate specified in relation to his substantive rank and service in the table in this sub-regulation.

“(2.) Subject to this regulation, the daily rate of deferred pay for an officer of the technical branch other than an officer to whom the last preceding sub-regulation applies and an officer of the equipment branch, accountant branch and special duties branch of the Permanent Air Force is the rate specified in the table in this sub-regulation in relation to his substantive rank and service:—

“(3.) The daily rate of deferred pay for an officer who is promoted to a temporary rank subsequent to the twenty-second day of September, 1948, is the rate specified in sub-regulation (1.) or sub-regulation (2.), as the case requires, of this regulation as the rate which would be payable on appointment if the officer had been promoted to the same substantive rank as that temporary rank or, where a rate on appointment is not so specified, the rate specified in relation to that substantive rank.
“(4.) Subject to the last preceding sub-regulation, the daily rate of deferred pay of an officer—
(
a )who was promoted to a temporary rank with effect from a day prior to the second day of April, 1942; and(
b )who has held that temporary rank, the same substantive rank as that temporary rank, or a higher temporary or paid acting rank than that temporary rank continuously from the date from which his promotion to the first-mentioned temporary rank had effect to a date subsequent to the commencement of this sub-regulation,
is, for the period subsequent to the date of commencement of this sub-regulation for which that officer retains that first-mentioned temporary rank, the same substantive rank as that first-mentioned temporary rank or a higher temporary or paid acting rank than that first-mentioned temporary rank, the rate specified in sub-regulation (1.) or in sub-regulation (2.), as the case requires, of this regulation as the rate which would be payable if the officer had been promoted to the same substantive rank as that first-mentioned temporary rank with effect from the day from which his promotion to that first-mentioned temporary rank had effect”.
(2.) The last preceding sub-regulation shall be deemed to have come into operation on the twenty-third day of September, 1948.
(3.) Notwithstanding the provisions of the Air Force Regulations proscribing, from time to time during the period which commenced on the second day of April, 1942, and ended on the twenty-second day of September, 1948, a daily rate of deferred pay for an officer of the Permanent Air Force—
(
a ) an officer of the general duties branch or the medical branch of the Permanent Air Force shall be deemed to have been entitled to have credited to his account during that period deferred pay at the rate specified in the table in sub-regulation (1.) of regulation 545 of the Air Force Regulations, as inserted by sub-regulation (1.) of this regulation, in relation to his substantive rank and service; and(
b )an officer of the equipment branch, accountant branch or commissioned warrant officer branch shall be deemed to have been entitled to have credited to his account during that period deferred pay at the rate specified in the table in sub-regulation (2.) of regulation 545 of the Air Force Regulations, as inserted by sub-regulation (1.) of this regulation, in relation to his substantive rank and service,
in lieu of the rates prescribed by those provisions.
(4.) Paragraph (
(5.) An officer of the Permanent Air Force—
(
a ) who was promoted to a temporary rank or a paid acting rank with effect from a day prior to the second day of April, 1942; and(
b )who held that temporary or paid acting rank, the same substantive rank as that temporary or paid acting rank or a higher temporary or paid acting rank than that temporary or paid acting rank continuously from that day to a day subsequent to the first day of April, 1942.
shall be deemed to have been entitled to have credited to his account for the period after the first day of April, 1942, and before the twenty-third day of September, 1948, during which that officer retained that first-mentioned temporary or paid acting rank the same substantive rank as that first-mentioned temporary or paid acting rank or a higher temporary or paid acting rank than that first-mentioned temporary or paid acting rank, deferred pay at the rate which would have been payable under sub-regulation (3.) of this regulation if the officer had been promoted to the same substantive rank as that first-mentioned temporary or paid acting rank, but the service of the officer in a paid acting rank shall not be taken into account in determining the officer's period of service for the purposes of the crediting of deferred pay.
(6.) If, in respect of the period from and including
the second day of April, 1942, to the date of notification in the
(
a ) by omitting sub-regulation (1.) and inserting in its stead the following sub-regulation:—“(1.) The daily rate of active pay of an air cadet of the Permanent Air Force shall be the rate specified in relation to his period of training in the table in this sub-regulation.

“549.—(1.) Subject to sub-regulations (4.) and. (5.) of this regulation, the daily rate of active pay of an airman of the Permanent Air Force, other than an air cadet, an airman in an aircrew mustering, an airman apprentice, a band boy, a junior equipment and administrative trainee or an airwoman, is the rate specified in relation to his rank, classification, group and service in the table in this sub-regulation.

“(3.) For the purposes of this regulation, the Minister shall determine the group within which any particular mustering shall be classified.
“(4.) Subject to the next succeeding sub-regulation, an aircraftman (recruit) or an aircraftwoman (recruit) of the Permanent Air Force who is under the age of twenty-one years and who, as a result of conditions outside his, or her, own control, fails to qualify for reclassification to aircraftman or aircraftwoman, as the case may be, before completing six months' service may be paid—
(
a ) in the case of an aircraftman (recruit)—the rate of active pay prescribed by sub-regulation (1.) of this regulation for an adult aircraftman (recruit); or(
b )in the case of an aircraftwoman (recruit)—the rate of active, pay prescribed by sub-regulation (2.) of this regulation for an adult aircraftwoman (recruit),
on and from the date on which he, or she, completes six months’ service.
“(5.) An aircraftman (recruit) of the Permanent Air Force who was under the age of eighteen years at the date of his enlistment shall not be advanced beyond the rate of pay prescribed by sub-regulation (1.) of this regulation for a minor aircraftman (recruit) unless—
(
a )he has attained the age of eighteen years; and(
b )he has completed six months’ service.
“550.— (1.) Subject to the next succeeding sub-regulation, the daily rate of active pay for an airman of the Permanent Air Force in an aircrew mustering is the rate specified in relation to his rank, mustering and service in the table in this sub-regulation:—

“(2.) The daily rate of active pay of an airman of the Permanent Air Force of the rank of trainee aircrew is—
(
a ) in the case of an airman who immediately prior to being granted that rank was an airman in a mustering other than an aircrew mustering—the rate of active pay prescribed, from time to time, by regulation 549 for therank and mustering held, and service in that rank and mustering completed, by the member (together with any good conduct increments for which he had qualified under regulation 552) immediately prior to being granted the rank of trainee aircrew; or
(
b )in any other case—(i) during his first six months’ service —the rate of active pay prescribed, from time to time, by regulation 549 for an airman of the rank of aircraftman (recruit) of the same age as the trainee aircrew; and
(ii) after the completion of six months’ service—the rate of active pay prescribed from time to time by regulation 549 for an airman of the rank of aircraftman in Group IV.
“551.—(4.) The rate of active pay of an airman apprentice of the Permanent Air Force is the rate specified in relation to his age and period of training in the table in this sub-regulation.

“(3.) The accumulated amount deferred from the active pay of an airman apprentice shall be paid on his graduation or on the termination of his service as an airman apprentice, whichever first occurs.
“551A. The rate of active pay of a junior equipment and administrative trainee or a band boy of the Permanent Air Force is the rate specified in relation to his age in the table in this regulation.

“552. An airman of the Permanent Air Force in a mustering other than an aircrew mustering who holds the rank of corporal or a lower rank may be granted—
(
(i) after five years’ service—a good conduct increment at the rate of Sixpence per day; and
(ii) after ten years’ service—a further good conduct increment at the rate of Sixpence per day; or
(
(i) after five years’ service—a good conduct increment at the rate of Fourpence per day; and
(ii) after ton years’ service—a further good conduct increment at the rate of Fourpence per day.”.
“553. Subject to such conditions as the Air Board approves, a member of the Permanent Air Force who is an officer of the medical branch, an officer of the technical branch, an air cadet or a trainee aircrew may be paid while undergoing flying training, flying instructional pay at the rate of Three shillings per day.
“553A. Subject to such conditions as the Air Board approves, an officer of the general duties branch or the technical branch of the Permanent Air Force of the rank of group captain or lower rank who is liable, qualified, medically fit and available at all times for flying as a member of an aircrew in the course of his duties, may be paid flying pay at the rate specified in relation to his rank in the table in this regulation.

(2.) The last preceding sub-regulation shall be deemed to have come into operation on the seventh day of September, 1950.
“556E. An airman apprentice of the Permanent Air Force may be paid a special allowance at the rate of Tenpence per day to meet expenses incurred by him for laundry and other services and toilet requisites.”.
(2.) The last preceding sub-regulation shall be deemed to have come into operation on the ninth day of March, 1950.
“565A.—(1.) For the purpose of providing a variation in diet, a supplementary ration allowance of Threepence three farthings per day for each member on the daily ration strength of a unit may be expended in the purchase of items of foodstuffs in addition to those included in the normal scale of rations approved pursuant to the last preceding regulation.
“(2.) The expenditure of supplementary ration allowance shall be subject to such conditions as the Air Board approves.”.
(2.) The last preceding sub-regulation shall be deemed to have come into operation on the first day of August, 1951.
(
a ) by omitting from sub-regulation (1.) the words “On first appointment or enlistment, a member” and inserting in their stead the words “On appointment or enlistment, a member of the Permanent Air Force”;(
b )by inserting in sub-regulation (2.) after the words “warrant officer” the words “of the Permanent Air Force”; and(
c ) by adding at the end thereof the following sub-regulation:—“(3.) In addition to the free issue of personal clothing and necessaries which is made under sub-regulation (1.) of this regulation, a woman member of the Permanent Air Force, may, on appointment or enlistment, be paid an outfit allowance of Fifteen pounds for the purpose of purchasing items of personal clothing and necessaries not included in the scale of free issue approved by the Air Board.”.
(2.) The last preceding sub-regulation shall be deemed to have come into operation on the twenty-first day of April, 1952.
“573. Subject to such conditions as the Air Board approves, a uniform allowance of One shilling and ninepence per day may be paid to a member (other than a junior equipment and administrative trainee or a band boy under seventeen years of age or an airman apprentice) of the Permanent Air Force for the maintenance of his personal clothing and necessaries.
“573A. A junior equipment and administrative trainee or a band boy of the Permanent Air Force under seventeen years of age or an airman apprentice of the Permanent Air Force shall be entitled to free replacement of the personal clothing (including uniform) and necessaries issued to him under regulation 572 of these Regulations according to such scales of free replacement as are authorized by the Air Board.”.
“576.—(1.) The Air Board may permit a member whose service is terminated to retain such items of his uniform, personal clothing and necessaries as the Air Board approves.
“(2.) When granting approval under this regulation, the Air Board shall direct that an item shall be retained—
(
a ) free of charge; or(
b ) on payment by the member of the unexpired value of the item calculated according to a scale approved by the Air Board.
“(3.) An amount payable by a member under the last preceding sub-regulation may, without prejudice to any other means of recovery, be deducted from the pay or allowances accrued or accruing to the member under these Regulations.”.
“598. Subject to such conditions as the Air Board approves, a member who is required to attend, on duty, in a locality other than his permanent or temporary locality of duty, for a period not extending
overnight, and incurs expense in the purchase of a meal because of such absence, may be paid meal allowance—
(
a ) in the case of a morning meal or a mid-day meal—of Four shillings and sixpence; or(
b ) in the case of an evening meal—of Seven shillings,
or, if the amount expended by him in purchasing a meal is less than the amount specified in relation to that meal, of an amount equal to the amount so expended by him.
“598A. A member who is required to commence duty not less than three hours before his normal time of commencement of duty or to remain on duty for not less than three hours after his normal time of cessation of duty at Air Force Head-quarters or at any unit at which messing facilities are not provided from public funds, may, subject to such conditions as the Air Board approves, be paid, a special meal allowance of an amount ascertained in accordance with the provisions of the last preceding regulation.”.
(
a )by inserting in table headed (i)Modifications, after the figures “XV. | I. | 1101.” and the words and figures opposite thereto in the fourth column, the figures and words “XV. | I. | 1102. | Omit the whole paragraph.”; and(
b ) by omitting from table headed (i)Modifications the figures and words—
“XVII. | I. | 1337 | Omit clause 4.”
and inserting in their stead the figures and words—
“XVII. | I. | 1337 | Omit the whole paragraph.”.
(
a ) the rates of active pay;(
b )the rates of flying instruction pay;(
c ) the rates of flying pay;(
d )the rates of uniform allowance;(
e )the rates of travelling allowance; and(
f ) the rates of meal allowance,
payable to members of the Permanent Air Force during that period shall be such respective rates as the Minister determines.
(2.) In determining the rates of pay and allowances for the purposes of the last preceding sub-regulation, the Minister may determine—
(
a )different rates of pay and allowances for specified portions of that period; and(
b )different rates of pay and allowances for members included in specified classes of members.
(3.) The powers conferred by the preceding provisions of this regulation shall not be exercised so as—
(
a ) to affect the rights of a person (other than the Commonwealth or an authority of the Commonwealth) existing at the date on which these Regulations are notified in theGazette in a manner prejudicial to that person; or(
b )to impose a liability on such a person in respect of anything done, or omitted to be done, before that date.
