I n examining t h i s quest ion it is necessary

t o have regard t o t h e provisions of ss.4G and 47(13). Submissions were made t o me by t h e appl icant t h a t t h e

re levan t market was,

of providing t h e se rv ices which Randall was proposing t o

s .47(4) has been established.

Section 45B(5) provides t h a t s.45B does ~ o t

not .

I now assume t h a t s .47 does no t apply f o r t h e purposes

of s.45B has been made out .
