AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

SAAB SF340 Series Aeroplanes

AD/SF340/110 Passenger Compartment Fluorescent Lights 1/2010

Applicability:

Model 340B aeroplanes serial numbers 340B-342, -359 through -460 unless SAAB Service Bulletin (SB) 340-33-048 dated 12 October 1998 (Modification 2936) has been incorporated.

Requirement:

1.    Unless previously accomplished, inspect passenger compartment fluorescent lamp holders for damage and fluorescent lamps for correct installation in accordance with SAAB SB 340-33-047 Revision 01 dated 26 June 1998 or later revision approved by the Swedish Luftfartsverket (LFV) or the European Aviation Safety Agency (EASA).

Note 1:  The initial inspection of fluorescent lamps/lamp holders may have been previously accomplished in accordance with AD/SF340/54 Amdt 2, LFV SAD
1-113R1, FAA AD 97-13-06 Amdt 39-10052 or FAA AD 2000-16-09 Amdt 39-11864.

2.    Inspect individual replaced or re-installed passenger compartment fluorescent lamps for correct installation in accordance with SB 340-33-047 Revision 01 or later approved revision.

Repetitive inspections of individual lamps is optionally terminated by incorporation of Modification 2936 (SB 340-33-048 refers).

Note 2:  LFV SAD 1-113R1 refers.

Compliance:

For Requirement 1 - Within six calendar months after the effective date of this Directive.

For Requirement 2 - Within one week from the date of lamp replacement or re-installation.

This Airworthiness Directive becomes effective on 11 January 2010.

Background:

This Directive results from a routine review of airworthiness directives for SAAB 340 model aeroplanes.  The review discovered that all references to the inspection, rework and replacement of the ceiling and lavatory fluorescent lamp holders had been removed from AD/SF340/54 Amdts 1 and 2.  In order to avoid confusion AD/SF340/54 Amdt 2 has been cancelled and two new directives have been published reflecting the requirements of LFV SAD 1-103R1 and 1-113R1 respectively.

Correct mounting of the fluorescent lamps is essential to prevent poor electrical contact that can cause arcing between the lamp and lamp holder.  Arcing can occur with both Page and Bruce lamp holders.  To minimise the risk of further incidents it is necessary to perform initial and repetitive inspections to ensure correct mounting of the lamps.
