AD/Robin/36 Amdt 1 Air Intake By-pass Flap (Cth)
AIRWORTHINESS DIRECTIVE
On the commencement date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below repeals Airworthiness Directive (AD) AD/ROBIN/36 and issues the following AD under subregulation 39.001 (1) of CASR and subsection 33 (3) of the Acts Interpretation Act 1901. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct an unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Applicability: | Alpha Aviation model HR200-100, HR200-100S, HR 200-120, HR 200-120B and HR200/160 aircraft, serial numbers 001 to and including 378. Alpha Aviation model R2100, R2100A, R2112, R2120U, R2160 and R2160D aircraft, serial numbers 001 to and including 378. |
Requirement: | Inspect the engine air intake by-pass flap in accordance with the instructions contained in Robin Aviation Service Bulletin Number 174 dated 29 November 2000, as in force at the commencement of this AD. The pilot in command, other than a student pilot, may carry out the initial engine air intake inspection. Compliance is recorded by entering in the Aircraft Log Book; “AD/ROBIN/36 Amdt 1 carried out”. Any discrepancy disclosed in carrying out the inspection shall be recorded in the “Maintenance required” column of the aircraft maintenance release or equivalent document. Compliance: | Before further flight, unless previously accomplished, and thereafter at intervals not to exceed 100 hours’ time in service or one year, whichever is the earlier. |

Background: | There have been several reports of the air box sealing felt which is glued and riveted on the by-pass flap causing obstruction of the carburettor, preventing the engine from delivering its maximum power. As a consequence, the performance of the aeroplane, notably during take-off, may be significantly degraded. This condition, if not corrected, could lead to an uncommanded in-flight engine shut-down, possibly resulting in loss of control of the aeroplane. |
| Amendment 1 of this AD removes from the applicability certain aircraft models which are now covered by EASA AD 2014-0225, amends the compliance note to reflect DCA/R2000/31A, and provides further background information in relation to this issue. |
