AIRWORTHINESS DIRECTIVE

On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/PMC/47 Amdt 1 and issues the following AD under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Propellers - Variable Pitch - McCauley

AD/PMC/47 Amdt 2 McCauley Threaded Propellers 3/2006

Applicability:

McCauley threaded propellers last released by Australian Air Props Pty Ltd, Building 515, Hartzell Place, Bankstown, NSW in the period 1 January 1991 through
12 November 2002 inclusive.

Requirement:

1.    Carry out the requirements of AD/PMC/41 Amendment 1.

2.    Report the results of any defects found during the inspection detailed in Requirement 1, via the service difficulty reporting system.

Compliance:

1.   Unless previously accomplished in accordance with the requirements of previous amendments of this Directive, before installation on an aircraft, after the effective date of this Directive.

2.    Upon completion of Requirement 1 of this Directive.

This Amendment becomes effective on 16 March 2006.

Background:

This directive was originally raised in response to propeller hubs being certified as being inspected in accordance with AD/PMC/41 by Australian Air Props Pty Ltd.  An inspection of propeller hubs released by Australian Air Props has identified deficiencies in their NDT process with regard to eddy current inspection and AD/PMC/41.  Failure to effectively comply with AD/PMC/41 may lead to failure of the propeller.

Amendment 2 now only effects uninstalled propellers, because all installed propellers would have been inspected by the earlier amendments of this Directive.

Amendment 1 detailed the specific type of inspection to be carried out is an eddy current inspection of the threaded portion of the hub as detailed in AD/PMC/41.

Amendment 1 of this Directive became effective 10 July 2003.

The original issue of this Directive became effective 15 May 2003.
