AIRWORTHINESS DIRECTIVE

On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/PHZL/68 Amdt 3 and issues the following AD under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Propellers - Variable Pitch - Hartzell

AD/PHZL/68 Amdt 4 Turbine Engine; Steel Hub Propellers 7/2006 DM

Applicability:

All Hartzell model HC-A3VF-7( ), HC-B3TF-7( ), HC-B3MN-3( ), HC-B3TN-2 ( ), HC-B3TN-3( ), HC-B3TN-5( ), HC-B4MN-5( ), HC-B4MP-3( ), HC-B4TN-3( ),
HC-B4TN-5( ), HC-B5MA-3( ), HC-B5MP-3( ), HC-B5MP-5( ), HC-B3MN-5( ), HC-B3TN-4( ), HC-B4MP-4( ) and HC-B5MN-3( ) propellers with hub serial numbers (S/N) as listed in Table 1 of this Directive.

Requirement:

1.    Replace affected propeller hubs as listed by serial number (S/N) in Table 1 with hubs not listed by S/N in Table 1.

The two-letter prefix of some existing propeller hub serial numbers may be followed by a third letter 'A.'  The presence or absence of this letter has no significance in determining compliance.

Since a hub may be used in various propeller models, the S/N and the model number shown in Table 1 of this AD may not coincide.  Precedence is given to the hub S/N in determining compliance requirements.  The hub model is only given as a reference.

2.    Perform a fluorescent penetrant inspection of blades for cracks as per Hartzell Aluminium Blade Manual 133C.

3.    Carry out Magnetic Particle Inspection of the Blade clamps as per Hartzell Service Manual 202A.

Compliance:

1.    As listed for the applicable S/N hubs as listed in Table 1 of this Directive.

Hub replacement must be accomplished by the end of the calendar month indicated at the top of the appropriate column in Table 1 of this AD.  The S/N ranges in this table identify the propeller hubs that require replacement by the end of that month.

2.    At Propeller disassembly for hub replacement.

3.    At Propeller disassembly for hub replacement.

This Amendment becomes effective on 3 May 2006.

Background:

This Directive was originally issued to address several hub, blade, and shank failures reported overseas on Mitsubishi MU-2 aircraft.  In one incident, an aircraft was involved in a fatal accident.  Due to the similarity of construction and load transfer paths between the 3, 4 and 5 bladed propeller models and propellers installed on the MU-2 aircraft, the FAA has mandated replacement of certain Hartzell turbine propeller hubs over a 10 year time period.

Amendment 1 altered Table 1 and removed reference to AD/PHZL/43 Amdt 6.  Table 1 was updated to reflect removal of certain serial number hubs from the Table of applicability.  References previously made to AD/PHZL/43 Amdt 6 are now directed to the Hartzell Blade Manual 133C.

Amendment 2 clarified Requirement 2 of the Directive and reflected the requirements of the referenced FAA Directive.

Amendment 3 clarified the requirements relating to identification of the hub serial number and the existence in some cases of a suffix to the 2 letter prefix.

This amendment is issued to correct the omission of a section of Table 1.

The original issue of this Airworthiness Directive became effective on 2 January 1997.

Amendment 1 of this AD became effective on 11 July 2002.

Amendment 2 of this AD became effective on 20 January 2005.

Amendment 3 of this AD became effective on 13 April 2006.
