AIRWORTHINESS DIRECTIVE

On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/PARA/17 and issues the following AD under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Parachute Equipment

AD/PARA/17 Amdt 1 Parachute Shop Parachutes 1/2008 DM

Applicability:

Parachute Harnesses type DUO 420, DUO TANDEM, MODULE, VECTRA, VECTRA ECOLE and VECTRA HDT2 Voltige;

Parachute Reserve Canopies type ONYX 380 SECOURS, DUO 420 SECOURS, VEGA 120, VEGA 145, VEGA 180 and VEGA 220; and,

manufactured by Parachute Shop company between 1 January 2001 and
6 March 2007.

Note:  VEGA 120 reserve canopies require additional compliance with AD/PARA/15 Amdt 1.

Requirement:

To achieve authorisation to use the affected harnesses and canopies, the following actions are required:

a. All harnesses and canopies manufactured between 1 January 2001 and 6 March 2007, as listed in the Annex attachment to DGAC AD F-2007-004 R1, must be returned to the PARACHUTE SHOP.

b.    After inspection and reconditioning by the PARACHUTE SHOP, harnesses and canopies will be released with a JAA Form One approval.

Note:  DGAC AD F-2007-004 R1 refers.

Compliance:

Before 28 September 2008, unless already accomplished.

This Amendment becomes effective on 30 November 2007.

Background:

The Parachute Shop Company, without having a production organisation approval, has manufactured and delivered parachute equipment after 1 January 2001.  Consequently, this equipment must be considered unapproved and must be withdrawn from service immediately.

Amendment 1 is issued in response to a new DGAC AD which supersedes EASA AD 2006-0279, and introduces the conditions to allow the affected canopies and harnesses back into service.
