AIRWORTHINESS DIRECTIVE

On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/LYC/110 and issues the following AD under subregulation 39.001 (1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Applicability:

Textron Lycoming IO-320, LIO-320, IO-360, HIO-360, TIO-360, LTIO- 360, GO-435, GO-480, IGO-480-A1B6, IO-540, IGO-540, AEIO-540, HIO- 540, TIO-540, LTIO-540, TIGO-541, IO-720, and TIO-720 reciprocating engines, with Crane/Lear Romec RG9080, RG9570, and RG17980 series "AN" rotary fuel pumps listed in the following Table:

Note 1:  This Airworthiness Directive (AD) is not applicable to modified pumps, series RG 9080, RG 9570 or RG17980 with the “/M” after the part number (P/N). The installation of modified pump constitutes terminating action for the inspection requirements of this AD.

Requirement:

1.    Perform initial torque check inspection of pump relief valve attaching screws as per provisions of Lycoming SB 529B. If the torque does not meet the SB specifications, tighten screws to the required torque in accordance with that SB.

2.    Perform follow-up torque check inspection of pump relief valve attaching screws as per provisions of Lycoming SB 529B. If the torque does not meet the SB specifications, tighten screws to the required torque in accordance with that SB.

3.    Visually inspect the pump for leakage of fuel in the area of relief valve for the evidence of fuel leakage and loose or missing attachment screws.

Compliance:

1.    Unless accomplished earlier, within 10 hours time-in-service (TIS), or 30 days from the effective date of this AD, whichever occurs first.

2.    Repetitively, at 55-hour intervals TIS, or 6 months since the previous torque check inspection, whichever occurs first, until the accumulation of 110 hours TIS since the inspection with the torque remaining within the SB specifications.

3.    Repetitively, at 55 hours intervals TIS, after satisfying the requirement 2.

Note 3:  Replacement of a rotary fuel pump series RG9080, RG9570, or RG17980, with an unmodified pump (without the "/M" after the part number) requires repeating the initial and follow-up inspections in accordance with the requirement 1, 2 and 3 of this Directive.

This Amendment becomes effective on 17 March 2005.

Background:

The amendment 1 is issued in response to a review of an AD application. The application requested an inspection interval of 55 hours or 10% tolerance.

The actions specified by this AD are intended to prevent rotary fuel pump leaks, which could result in an engine failure, engine fire, and damage to or loss of aircraft.

The original issue of this AD is based on FAA AD 2003-14-03 and supersedes CASA AD/FSM/25 Amendment 4.

The original issue of this Directive became effective on 17 February 2005.
