AIRWORTHINESS DIRECTIVE

On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/ERJ-190/13 and issues the following AD under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Embraer ERJ-190 Series Aeroplanes

AD/ERJ-190/13 Amdt 1 Cargo Doors 2/2009

Applicability:

Embraer aircraft models ERJ 190-100 LR, ERJ 190-100 STD, ERJ 190-100 IGW, ERJ 190-200 LR, ERJ 190-200 STD and ERJ 190-200 IGW.

Requirement:

1.    Remove and discard the cover plate from the door surround trim lining in accordance with Embraer Alert Service Bulletin (ASB) No. 190-52-A018.

a.     Perform a detailed inspection (DET) for signs of interference of the door lock handle with the aft edge liner assembly.

b.    Rework the aft edge liner assembly according to Embraer Service Bulletin (SB) No. 190-50-0006.

2.    Remove the aft surround trim lining to perform a detailed inspection (DET) for signs of damage of the lateral roller fitting on the forward and aft cargo door frames at the fuselage in accordance with Embraer ASB No. 190-52-A018.

a.     If no damage is found, no immediate corrective action is required.

b.    If any damage is found, replace the lateral roller fitting with another one bearing the same part number.

3.    Repeat the requirements detailed in Requirement 2 of this AD.

4.    Perform the following actions on the fore and aft cargo doors:

a.     Relocate the cargo door closed indication sensor in accordance with Embraer SB No. 190-52-0023 original issue.

b.    Modify the cargo door lock handle mechanism and replace cargo door roller fittings P/N 170-92569-401 and P/N 170-85452-401 by new ones, according to Embraer SB No. 190-52-0027 original issue.

5.    Revise the Airplane Maintenance Program to include the operational (OPC) and functional (FNC) checks, of the fore and aft cargo doors, in accordance with the Airplane Maintenance Manual (AMM) tasks 52-31-20-720-801-A/500,
52-31-00-710-801-A/500, 52-32-20-720-801-A/500 and
52-32-00-710-801-A/500, dated 15 July 2008, at repetitive intervals that do not exceed 6000 flight hours.

The use of later approved revisions of these documents is acceptable for compliance with the requirements of this AD.

Definitions:

For the purpose of this AD:

A detailed inspection (DET) is: “An intensive examination of a specific item, installation or assembly to detect damage, failure or irregularity.  Available lighting is normally supplemented with a direct source of good lighting at an intensity deemed appropriate.  Inspection aids such as mirrors, magnifying lenses, etc., may be necessary.  Surface cleaning and elaborate access procedures may be required.”

A FNC is: “A quantitative check to determine if one or more functions of an item performs within specified limits.”

An OPC is: “A task to determine if an item is fulfilling its intended purpose.  Since it is a failure finding task, it does not require quantitative tolerances.”

Terminating Actions:

The accomplishment of Requirement 4 of this AD constitutes terminating action to the repetitive inspections required by Requirement 3 of this AD.

The accomplishment of Requirement 5 constitutes terminating action for this AD.

Compliance:

For Requirement 1a - Remains unchanged as detailed in the original issue of this AD as: Within 30 days after 3 July 2008.

For Requirement 1b - Remains unchanged as detailed in the original issue of this AD as: If any interference is found - before further flight.

If no interference is found - within the next 150 flight cycles (FC) after 3 July 2008.

For Requirement 2 - Remains unchanged as detailed in the original issue of this AD as: Within 30 days after 3 July 2008.

For Requirement 2b - Before further flight.

For Requirement 3 - At intervals not to exceed 150 FC.

For Requirement 4 - Within the next 5000 flight cycles after 21 October 2008.

For Requirement 5 - Within the next 365 days after 21 October 2008, or within the next 365 days after accomplishment of Requirement 4 of this AD, whichever occurs later.

This Amendment becomes effective on 12 February 2009.

Background:

It has been found the occurrence of two events of aircraft being dispatched and flown with the cargo door open.  The actions detailed in this AD are to prevent further occurrences of the aircraft being dispatched with the cargo door being open.
