AIRWORTHINESS DIRECTIVE

On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/ERJ-170/9 and issues the following AD under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Embraer ERJ-170 Series Aeroplanes

AD/ERJ-170/9 Amdt 1 Low Stage Engine Bleed Check Valve 4/2008

Applicability:

Embraer ERJ-170 aircraft equipped with Low Pressure Check Valves (LPCV) Hamilton Sundstrand Part Number (P/N) 1001447-3.

Requirement:

1.    Replace the low stage engine bleed check valve P/N 1001447-3 with a new valve of the same P/N.

2.    Revise the approved maintenance plan to include the maintenance task No.
36-11-02-002 (Functional Check - Low Stage Bleed Check Valve, Category 8), according to the Maintenance Review Board Report (MRBR) Revision 4 dated 31 May 2007, with the intervals established in that document, or its further revisions approved by ANAC.

3.    LPCV’s, P/N 1001447-3 that have accumulated more than 3000 FH on ERJ-170 aircraft, or that have accumulated a total of FH equivalent to 3000 FH considering its utilization on ERJ-170 and ERJ-190 aircraft, cannot be re-installed.

To calculate the equivalent number of FH for a LPCV P/N 1001447-3 to be installed on ERJ-170 aircraft, the FH accumulated in operation on ERJ-190 aircraft must be multiplied by a factor of 2 (100%).

The detailed instructions and procedures to accomplish this AD are described in Embraer Service Bulletins Nos. 170-36-0004 original issue, or 170-36-0011 original issue, as applicable or respective further revisions approved by the ANAC.

Terminating action for Requirement 1.

Replacement of the LPCV P/N 1001447-3 with a new valve bearing P/N 1001447-4 is considered terminating action for the repetitive replacements detailed in Requirement 1 of this AD.

Compliance:

1.    Remains unchanged as:

For aircraft having logged 3000 or more flight hours at 7 June 2007 (the effective date of the original issue of this AD):

For Valves positioned in the Right Hand (RH) position - within 100 flight hours after 7 June 2007.

For Valves positioned in the Left Hand (LH) position - within 300 flight hours after 7 June 2007.

Thereafter repeat at intervals not to exceed 3000 flight hours for both positions.

For engines that will be installed in either the RH or LH positions:

Before installation of the engine on an aircraft after the effective date of this AD.

2.    Within the next 180 days after the fitment of LPCV P/N 1001447-4, or before any LPCV P/N 1001447-4 reaches 3000 FH, whichever occurs first after the effective date of this AD.

3.    From the effective date of this AD.

This Amendment becomes effective on 10 April 2008.

Background:

An in-flight shutdown occurred due to the low stage bleed check valve failing to close due to excessive wear.  This AD requires the replacement of the low stage bleed check valve to preclude excessive wear and the failure of the valve.

This amendment introduces a terminating action to the repetitive inspections detailed in this AD and a requirement to amend the maintenance plan for the aircraft.

The original issue of this AD became effective on 7 June 2007.
