AIRWORTHINESS DIRECTIVE

On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below repeals Airworthiness Directive (AD) AD/ENST 28/1 Amdt 5 and issues the following AD under subregulation 39.001 (1) of CASR 1998 and subsection 33 (3) of the Acts Interpretation Act 1901. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct an unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Enstrom F-28 Series Helicopters

AD/ENST 28/1 Amdt 6 Retirement Life - Critical Components 3/2016

Applicability: 

All F-28, F-28A, 280, F-28C, F-28C-2, F-28C-2R, 280C, F-28F, F-28F-R, 280F, 280FX, TH-28, 480 and 480B model helicopters.

Requirement:

1.    Review the latest revision of ENSTROM Federal Aviation Agency (FAA) Type Certificate Data Sheet (TCDS) No. H1CE Service Life Limit - Hours, including the applicable Notes, Service Life Limit Tables, and Mandatory Inspection requirements.

2.    Retire from service all affected components.

Compliance:

The actions in Requirements 1 and 2 must be taken as follows:

1.    Initially within 50 hours’ time in service from the effective date of this AD, and thereafter:

(a)   at each 100-hour inspection; or

(b)   every 12 months,

       whichever occurs earlier.

2.    Before exceeding the component designated Service Life Limit or Mandatory Inspection requirements.

Note: Maintenance certification for accomplishing this Airworthiness Directive must include a reference to the FAA TCDS H1CE Revision Number used for the review required under Requirement 1.

The effective date of this AD is 29 January 2016.

Background:

This AD Amendment 6 has been issued to ensure that the version of the Enstrom TCDS, as current, is reviewed, in conjunction with applicable ADs, to identify fatigue critical components before they exceed their designated service life.

AD Amendment 5, effective 18 March 2004, was issued to update the requirement document revision status. There was no change to the requirements. The compliance remained unchanged, but the wording was clarified.

AD Amendment 4, effective 8 August 1991, was issued to update the mandatory retirement lives and to call up FAA and manufacturers documentation where possible.

Amendment 3 of this Airworthiness Directive became effective on 31 October 1982.
