AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Bombardier (Boeing Canada/De Havilland) DHC-8 Series Aeroplanes

AD/DHC-8/140 Elevator Overload Bungee 4/2008

Applicability:

Bombardier Inc. Models DHC-8-400, DHC-8-401 and DHC-8-402 Serial Numbers 4003 and subsequent.

Requirement:

1.    Applicable to Aircraft Serial Numbers 4003, 4004, 4006 and 4008 through 4159.

Carry out the following in accordance with Bombardier Service Bulletin (SB) SB 84-27-30, Revision C, dated 31 October 2007, or later revisions approved by Transport Canada:

a.     Visually inspect both left and right elevator overload bungees, Part Number (P/N) FE289000000, to determine if they are correctly installed.

b.    If any bungee is incorrectly installed, remove the bungee and reinstall it correctly before the next flight.

c.     Attach label, P/N FE289006200, to both left and right elevator overload bungees to show the correct orientation of the outboard end.

d.    Re-identify the P/N to read “FE289000001” on the identification plate of both the left and right elevator overload bungees.

Previous accomplishment of Bombardier Service Bulletin 84-27-27, dated
24 May 2005, meets the actions detailed in Requirement 1a and 1b of this AD.

Previous accomplishment of Requirements 1a through 1d of this AD in accordance with the original issue (dated 8 February 2007), Revision A (dated
2 March 2007) or Revision B (dated 3 May 2007) of Bombardier Service Bulletin 84-27-30, meets the requirements of this AD.

Steps detailed in Requirement 1c and 1d of this AD constitutes Modsum
4-113537.

2.    Applicable to All Aircraft

No replacement/spare elevator overload bungees, P/N FE289006200, are permitted to be installed on any aircraft.  Only elevator overload bungees identified with new P/N “FE289000001” on the identification plate are permitted to be installed.

Note:  Transport Canada CF-2007-30 dated 28 November 2007 refers.

Compliance:

1.    Within 5000 flight hours after the effective date of this AD.

2.    From the effective date of this AD.

This Airworthiness Directive becomes effective on 10 April 2008.

Background:

Several production aircraft have been found with the elevator overload bungees installed in reverse orientation: i.e. larger end outboard rather than inboard.  This bungee reversal does not impact normal operation of the elevator and would not increase the probability of an elevator disconnect.  However, if a bungee became disconnected at the inboard side, the corresponding side of the elevator may not centre and this could adversely affect the pitch control of the aircraft.
