AD/DHC-8/100 Amdt 1 Fluorescent Lighting System (Cth)
AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/DHC-8/100 and issues the following AD under subregulation 39.1 (1) of CASR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Applicability: | DHC-8-102, -103, -106, -201, -202, -311, -314 and -315 aeroplanes, serial numbers 003 to 407, 409 to 412 and 414 to 437 with pre-Hunting interior. | ||||
Requirement: | 1. Amend the maintenance schedule by incorporating visual inspection tasks for cabin, ceiling and lavatory fluorescent light tube assemblies as introduced by the Temporary Revisions (TR) of the DHC-8 Maintenance Program Manuals specified below: | ||||

| 2. Ballast part number (P/N) BA08006-1 shall not be installed on any aeroplane as a replacement part. Replacement of ballast P/N BA08006-1 with the new ballast P/N BR9000-21 may be achieved in accordance with Bombardier Service Bulletin 8-33-51 (Modsum 8Q101287) dated 16 August 2002 or later revisions approved by Transport Canada. | |||||
| 3. Visually inspect the cabin, ceiling and lavatory fluorescent light tube assemblies in accordance with TRs introduced by Requirement 1. | |||||

Compliance: | For Requirement 1 - Before 10 March 2005. |
| For Requirement 2 - As of the effective date of this Amendment. | |
| For Requirement 3 - At the next ‘C’ check or within 36 calendar months after the effective date of the Amendment, whichever occurs first. | |
| This Amendment becomes effective on 19 January 2005. | |
Background: | Transport Canada has advised that numerous reports of fluorescent lamp holder damage due to overheating have been received. The heating results from arcing between the pins of the fluorescent tube and the lamp holder contacts, if the tube is not properly seated during installation. The resultant fumes and traces of visible smoke can be of concern to passengers and crew. |
| The original issue of this Directive required amendment of the Maintenance Program Manuals and a visual inspection of the fluorescent lights. | |
| This amendment does not change any of the requirements of the original issue of this Directive but is issued following advice from Office of Legislative Drafting, Attorney-General’s Department that the original issue of the Directive was incorrectly made and had no legal effect. | |
| The original issue of this Directive became effective on 10 January 2005. |
