AD/CL-600/98 Amdt 1 Enhancement to Takeoff Operational Safety Margins (Cth)
AIRWORTHINESS DIRECTIVE
On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/CL-600/98 and issues the following AD under subregulation 39.001(1) of CASR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Applicability: | Bombardier Inc. CL-600-1A11, CL-600-2A12 and CL-600-2B16 aircraft. |
Requirement: | 1. a. Amend the Aircraft Flight Manual (AFM) by inserting the following Temporary Revisions, as applicable: CL-600-1A11 (CL-600): PSP 600 (DOT) TR 600/26-2, dated 07 August 08 PSP 600-1 (DOT) TR 600-1/22-2, dated 07 August 08 CL-600-2A12 (CL-601): PSP 601-1A TR 601/30-2, dated 07 August 08 PSP 601-1A-1 TR 601/18-2, dated 07 August 08 PSP 601-1B TR 601/22-2, dated 07 August 08 PSP 601-1B-1 TR 601/17-2, dated 07 August 08 CL-600-2B16 (CL-601-3A/3R): PSP 601A-1 TR 601/29-2, dated 07 August 08 PSP 601A-1-1 TR 601/30-2, dated 07 August 08 CL-600-2B16 (CL-604): PSP 604-1 TR 604/24-2, dated 07 August 08 CL-600-2B16 (CL-605): PSP 605-1 TR 605/1-2, dated 07 August 08 b. Insert a copy of this Airworthiness Directive in the AFM. Note 1: This AD is applicable to all Challenger CL-600, 601, 601-3A/3R, 604 and 605 models. If the operator has an AFM that is not listed above, consult Bombardier Aerospace. c. Advise all flight crews on the changes introduced through the AFM TR; and, 2. Review the “Pilot’s Checklist” to ensure that the instructions regarding selection of the wing anti-ice system to “ON”, as specified in the AFM Limitations Section, are incorporated. |

Background: | Following three recent events where Bombardier CL-600-2B19/CL-600-2B16 aircraft experienced un-commanded roll during take-off, it has been determined that it is necessary to further enhance the AFM limitations and procedures to ensure safe operation, particularly in cold weather or icing conditions. This AD mandates the introduction of additional limitations and procedures to the current AFM and requires that any Operators’ Pilot’s checklists fully reflect these procedures. In order not to compromise the takeoff operational safety margin, strict adherence to all the AFM procedures and limitations is required. This amendment introduces the latest revision to the AFM. The latest AFM revision requires specific pilot training with regard to enhanced take-off procedures and winter operations. The original issue of this AD became effective 13 March 2008. |
