AIRWORTHINESS DIRECTIVE

On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/CL-600/54 and issues the following AD under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

AD/CL-600/54 Amdt 1 Overwing Emergency Exit Placards 3/2009

Applicability:

Model CL-600-2B19 aircraft, serial numbers 7003 through 7074, 7076 through 7098, 7100 through 7135, 7137 through 7139, 7141 through 7151, 7153 through 7175, 7177 through 7350, 7352 through 7583, 7585 through 7638, 7640 through 7716, 7718 through 7845, 7847 through 8042, 8044 through 8047, 8050, 8058, 8059, 8061, 8062, and 8064.

Requirement:

Replace the existing overwing emergency exit placards with new placards, in accordance with the Accomplishment Instructions of Bombardier Service Bulletin 601R-11-088 original issue, or later Transport Canada approved revision.

Note:  Transport Canada AD CF-2009-02 refers.

Compliance:

Within 24 months after 12 March 2009, unless already accomplished.

This Amendment becomes effective on 12 March 2009.

Background:

FAA investigation revealed that the instructions pictured on the overwing emergency exit placard are confusing and may cause difficulties in opening and disposal of the exit hatch.

Amendment 1 is issued in response to a new Transport Canada AD, which was prompted by the discovery that the previously replaced placards illustrated an incorrect hand position for removal of the exit upper handle cover.  These incorrect instructions could cause difficulty or delay when opening the overwing emergency exit.
