AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Bombardier (Canadair) CL-600 (Challenger) Series Aeroplanes

AD/CL-600/121 Stick Pusher Capstan Shaft 12/2009

Applicability:

Bombardier CL-600-2B19, serial numbers 7003 through 7990, 8000 and subsequent.

Requirement:

1.    Amend the Aircraft Flight Manual (AFM) by inserting Temporary Revision (TR) RJ/178, dated 15 February 2008 or later approved revision.  TR RJ/178 introduces a limitation to ensure that the Stall Protection System test is accomplished before the first flight of the day; and

Advise all flight crews on the changes introduced through the AFM TR.

2.    Amend the Transport Canada approved maintenance schedule by incorporating the inspection requirements of Certification Maintenance Requirement (CMR) Number C27-35-300-01, as introduced by Temporary Revision (TR) 2A-43, dated 7 May 2008, of Canadair Regional Jet Maintenance Requirements Manual, Part 2, Appendix A, “Certification Maintenance Requirements”.

3.    For aeroplanes with more than 5,000 flight hours at the effective date of this
AD - perform initial compliance with the new CMR task.

Note:  Transport Canada AD CF-2009-36 dated 2 September 2009 refers.

Compliance:

For Requirements 1 and 2 - Within 30 days of the effective date of this AD.

For Requirement 3 - Within 500 flight hours after the effective date of this AD unless previously accomplished.

This Airworthiness Directive becomes effective on 19 November 2009.

Background:

There have been several Stick Pusher Capstan Shaft failures causing severe degradation of the stick pusher function.  This directive is issued to revise the first flight of the day check of the stall protection system to detect degradation of the stick pusher function.  It also introduces a new repetitive maintenance task to limit exposure to dormant failure of the stick pusher capstan shaft.
