AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Bombardier (Canadair) CL-600 (Challenger) Series Aeroplanes

AD/CL-600/110 Flap Actuator Pinion Gear 7/2009

Applicability:

All Bombardier Inc Model CL-600-2B19 aircraft, serial number (S/N) 7003 and subsequent, equipped with Inboard Flap Actuators Part Number (P/N) 601R93101-21 (Eaton P/N 852D100-21) or P/N 601R93101-25 (Eaton P/N 852D100-25).

Requirement:

1.    a.     Inspect the S/N of each of the Flap Actuators P/N 601R93101-21 and
P/N 601R93101-25 installed on the aircraft.

b.    If the serial number of the inspected actuator is listed below, replace the Flap Actuator with the P/N 601R93101-21 or P/N 601R93101-25 that does not have one of the following serial numbers:

Note 1:  Replacing the existing Flap Actuator P/N 601R93101-21 with the P/N 601R93101-25 that does not have a serial number listed in paragraph (B) of this AD also satisfies the requirement of Part A of this directive.

Note 2:  Serial number verification of the affected actuator conducted by a review of the aircraft maintenance records also satisfies Requirement 1 of this AD.

2.    a.     Inspect the S/N of each of the Flap Actuators P/N 601R93101-25 installed on the aircraft.

b.    If the S/N is listed below, replace the Flap Actuator with P/N 601R93101-25 that does not have one of the following serial numbers:

3278, 3401, 3512, 3526, 3597, 3599, 3606, 3738, 3806, 3861, 4066, 4284, 4315, 4401, 4499, 4538, 4582, 4658, 4979, 5007, 5094, 6422, 6969, and 7867

Note 3:  Serial number verification of the affected actuator conducted by a review of the aircraft maintenance records also satisfies Requirement 2 of this AD.

3.    Replacement of Flap Actuator P/N 601R93101-21 or 601R93101-25 with serial numbers listed in Requirement 1 and 2 of this AD is not allowed on any aircraft unless the serial numbers of the Actuators listed in Requirement 1 of this AD are identified with suffix “A”, and those Actuators listed in Requirement 2 of this AD are identified with suffix “B”.

Note 4:  Serial number suffix “A” or “B” indicates that a conforming gear set has been installed.

Compliance:

For Requirement 1.a. - Within 100 flight cycles from the effective date of this AD.

For Requirement 1.b. - Before further flight.

For Requirement 2.a. - Within 500 flight cycles from the effective date of this AD.

For Requirement 2.b. - Before further flight.

For Requirement 3 - As of the effective date of this AD.

This Airworthiness Directive becomes effective on 2 July 2009.

Background:

A number of Flap Actuators with P/N 601R93101-21 and 601R93101-25 were identified as having pinion gears that did not have acceptable certificates of conformance from the supplier.  This condition could result in flap failure.  To correct this, operators are required to replace the Inboard Flap Actuators that are non-conforming.
