AIRWORTHINESS DIRECTIVE

On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.001 (1) of CASR. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct an unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Textron Aviation (Cessna) 210 Series Aeroplanes

AD/CESSNA 210/76 Fuel Quantity Transmitter 17/2021

Applicability:

The AD applies to the following Textron Aviation (formerly Cessna) aircraft models:

210G, 210H, 210J (Serial Number 21058819 through 21059199),

210M, 210N (Serial Numbers 21062274 through 21063025),

T210G, T210H, T210J (Serial Number T210-0198 through T210-0454 and 21058140),

T210M, T210N (Serial Numbers 21062274 through 21063025), and

P210N (Serial Numbers P21000001 through P21000141) aeroplanes.

Requirement:

1.     Review the aircraft’s maintenance records to determine whether those records show compliance with:

a.     The United States of America Federal Aviation Administration (FAA) AD 78-26-12, as in force from time to time; or

b.    CASA AD/CESSNA 210/35, as in force on the day prior to its cancellation.

Note 1:  This determination may be accomplished and certified for by the registered operator, provided that they hold at least a private pilot’s licence.

Note 2:  The words “as in force from time to time” require compliance with the most recent version of the referenced document.

2.     For aircraft where the aircraft’s maintenance records do not show compliance with either Requirement 1.a. or 1.b. - Carry out the actions detailed in FAA AD 78-26-12, as in force from time to time.

Note 3:  For aircraft where the aircraft’s maintenance records show compliance with Requirement 1.a. or 1.b. - no further action is required.

Note 4:  Cessna Service Letter SE78-69 relates to the subject of this AD.

Compliance:

For Requirement 1 - Within 28 days after the commencement date of this AD.

For Requirement 2 - Before further flight.

Note 5:  The aircraft may be flown to a location where this inspection may be accomplished, provided the pilot visually verifies through the fuel filler neck that adequate fuel is available to complete the flight.

Commencement:

This AD commences on 3 September 2021.

Background:

The possibility exists that one or both fuel quantity transmitters, due to excessive friction at the transmitter float arm pivot, could cause incorrect fuel quantity indications.

CASA has previously addressed the potential unsafe condition through AD/CESSNA 210/35 - Fuel Quantity Transmitter - Inspection and Replacement.  AD/CESSNA 210/35 was cancelled in 1980 with no justification available.  FAA AD 78-26-12 and Cessna Service Letter SE78-69 remain current.
