AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

AD/BELL 47/103 Main Rotor Blades Box Beam Clips - 2 9/2009 DM

Applicability:

Kawasaki-Bell Model 47G-2A and 47G3B-KH4 helicopters equipped with main rotor blade part number 47-110-250-21 (047-110-250-021), with serial number A-303,
A-304, A-312 or A-316.

Requirement:

1.    Perform a visual inspection of each main rotor blade for correct installation of box beam clips in accordance with PART II of the Accomplishment Instructions of Kawasaki-Bell Service Bulletin No. KSB-BELL-370 original issue, or later JCAB approved revision.

2.    For main rotor blades held as spares, perform a visual inspection of each main rotor blade for correct installation of box beam clips in accordance with PART I of the  Accomplishment Instructions of Kawasaki-Bell Service Bulletin No. KSB-BELL-370 original issue, or later JCAB approved revision.

If a main rotor blade is found with an incorrectly installed clip, before further flight, replace that unserviceable main rotor blade with a serviceable main rotor blade that has a clip that is installed correctly.

Special flight permits may be issued to operate the helicopter to a location where the requirements of this Directive can be accomplished, provided the one-time ferry flight does not exceed 5 hours time in service.

Compliance:

1.    Before further flight after 29 June 2009, unless already accomplished.

2.    Before installation on a helicopter.

This Airworthiness Directive becomes effective on 29 June 2009.

Background:

A report was received of a main rotor blade with an incorrectly installed clip.  The actions required by this Directive are intended to prevent a main rotor blade spar crack as a result of an incorrectly installed clip, loss of a main rotor blade, and subsequent loss of control of the helicopter.
