AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Bombardier BD-700 Series Aeroplanes

AD/BD-700/1 Elevator PCU Attachment Bolts 12/2008 TX

Applicability:

Bombardier Aerospace BD-700-1A10 and BD-700-1A11 aeroplanes, serial numbers (S/N) 9002 through 9222, equipped with elevator PCUs part number (P/N) GT411-3800-5 or GT411-3800-7.

Requirement:

1.    For all elevator PCU P/N GT411-3800-5 and for elevator PCU P/N GT411-3800-7, S/N 0615 and lower, excluding S/N listed in Table 1 below, which have accumulated 1000 hours air time or more as of the effective date of this AD accomplish the following:

a.     Inspect and lubricate the PCU attachment joints in accordance with Service Bulletin (SB) A700-1A11-27-024 basic issue dated 2 October 2008 or later revisions approved by the Chief, Continuing Airworthiness, or SB A700-27-066 basic issue dated 2 October 2008 or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada, as applicable.

b.    Repeat an inspection and lubrication of the PCU attachment joints in accordance with SB A700-1A11-27-024 basic issue dated 2 October 2008 or later revisions approved by the Chief, Continuing Airworthiness, or SB A700-27-066 basic issue dated 2 October 2008 or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada, as applicable.

c.     Repeat an inspection of the PCU attachment joints and lubrication in accordance with SB A700-1A11-27-024 basic issue dated 2 October 2008 or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada, or SB A700-27-066 basic issue dated 2 October 2008 or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada, as applicable.

d.    Complete a disassembly with inspection and lubrication of the PCU attachment joint components in accordance with SB 700-1A11-27-025 basic issue dated 9 October 2008 or later revisions approved by the Chief, Continuing Airworthiness, or SB 700-27-067 basic issue dated 9 October 2008 or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada, as applicable.

e.     If any damage or seizure was found following the above mention inspections, contact Bombardier Aerospace for disposition.

SB 700-1A11-27-025 or 700-27-067 may be accomplished in lieu of Requirements 1a, 1b and 1c of this AD.

The Units listed below have been lubricated by the vendor and are not required to accomplish the instructions detailed in Requirements 1a, 1b and 1c of this AD.

Note 1:  Units listed in the above table must comply with Requirement 2.

2.    For all other elevator PCU P/N GT411-3800-7 that are not covered in Requirement 1 of this AD, complete a disassembly with inspection and lubrication of the PCU attachment joint components in accordance with SB 700 1A11 27 025 basic issue dated 9 October 2008 or later revisions approved by the Chief, Continuing Airworthiness, or SB 700-27-067 basic issue dated 9 October 2008 or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada, as applicable.

3.    Report all findings to Bombardier Aerospace as defined in the applicable SB.

Terminating Action

Incorporation of Bombardier SB 700-1A11-27-025 or 700-27-067 constitutes terminating action for this AD.

Note 2:  Transport Canada Urgent AD CF-2008-31 dated 9 October 2008 refers.

Compliance:

For Requirement 1a - Within 10 flight cycles or 50 flight hours, whichever comes first after the effective date of this AD.

For Requirement 1b - Within 90 days or 200 flight hours, whichever comes first, following the successful completion of Requirement 1a.

For Requirement 1c - Within 45 days or 100 hours air time, whichever comes first, following the successful completion of Requirement 1b.

For Requirement 1d - Within 45 days or 100 hours air time, whichever comes first, following the successful completion of Requirement 1c.

For Requirement 1e - Prior to further flight after the effective date of this AD.

For Requirement 2 - Within 180 days or 400 flight hours after the effective date of this directive, whichever comes first.

For Requirement 3 - Within 14 days after completion of each inspection detailed in Requirements 1 and 2 of this AD.

This Airworthiness Directive becomes effective on 13 October 2008.

Background:

During scheduled maintenance inspection, a bolt which connects the PCU to the elevator surface was found fractured in the assembly.  Further inspection of the assembly revealed that the bearing on the PCU rod end had seized which resulted in damage to the attachment fitting bushing and fracture of the bolt.  Inspection of other in-service airplanes revealed two more seized PCU attachment joints.  However, except seizure, no fractured bolt was found on these airplanes.  Failure of the bolts in both PCUs on one side could result in disconnection of the elevator control surface which would lead to flutter and loss of the aircraft.
