AD/B767/228 Forward and Aft Cargo Compartments Water and Drain Line Heaters (Cth)
AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.001(1) of CASR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Applicability: | Model 767-200 and -300 series aeroplanes, as identified in Boeing Service Bulletin (SB) 767-30A0038, Revision 2, dated 23 February 2006. |
| Note 1: For the purposes of this Directive an open cargo floor configuration, as identified in Boeing SB 767-30A0038, is a floor without panels installed between all roller trays in the cargo compartment. A closed cargo floor configuration, as identified in SB 767-30A0038, is a floor with panels installed between all roller trays in the cargo compartment. | |
Requirement: | 1. Carry out general visual inspections of the forward and aft cargo compartments in accordance with the Accomplishment Instructions of SB 767-30A0038, Revision 2, as follows: |
| a. Foreign object debris (FOD) or contamination on, near, or around the potable water supply and grey water drain lines. | |
| b. Indications of heat damage, exposed foam insulation, or missing or damaged protective tape of all heater tape on the potable water supply and grey water drain lines. | |
| 2. If any discrepancy identified in Requirement 1.a. or 1.b. is found during any Requirement 1 general visual inspection, carry out applicable corrective action in accordance with the Accomplishment Instructions of SB 767-30A0038, | |
| 3. Carry out either of the following in accordance with the Accomplishment Instructions of SB 767-30A0038, Revision 2: | |
| a. Replace the heater tapes on the potable water supply and grey water drain lines of the forward and aft cargo compartments, as applicable, with Adel Wiggins ribbon heaters, or | |
| b. Deactivate and remove any defective heater tape(s) from the potable water supply and grey water drain line(s) of the forward and aft cargo compartments and wrap the drain line(s) with foam insulation. |
| Accomplishing either Requirement 3.a. or 3.b. terminates the Requirement 1 repetitive inspections. | |
| Aeroplanes having variable number (VN) VN471 and VN472 - Actions accomplished in the forward cargo compartment before the effective date of this Directive in accordance with Boeing Alert Service Bulletin (ASB) 767-30A0038, dated | |
| Aeroplanes having VN VS704 through VS707 inclusive - Actions accomplished in the forward cargo compartment before the effective date of this Directive in accordance with SB 767-30A0038, Revision 1, are acceptable for compliance with the corresponding requirements of this Directive for the forward cargo compartment only. | |
| For aeroplanes other than those having VN VN471, VN472 and VS704 through VS707 inclusive - Actions accomplished in the forward and aft cargo compartments, as applicable, before the effective date of this Directive in accordance with ASB | |
| Later revisions of the SB 767-30A0038, Revision 2, approved by the United States Federal Aviation Administration (FAA) as an Alternate Method of Compliance (AMOC) to FAA AD 2007-02-18 are considered acceptable for compliance with the equivalent Requirements of this Directive. | |

Compliance: | For Requirement 1.a. - Within 18 months since the date of issuing the original certificate of airworthiness or the date of issuing the original export certificate of airworthiness; or within 90 days after the effective date of this Directive, whichever is later, and thereafter at intervals not to exceed 600 hours time in service, until Requirement 3 is accomplished. |
| For Requirement 1.b. - Within 18 months since the date of issuing the original certificate of airworthiness or the date of issuing the original export certificate of airworthiness; or within 90 days after the effective date of this Directive, whichever is later, and thereafter at intervals not to exceed 1 800 hours time in service, until Requirement 3 is accomplished. | |

| This Airworthiness Directive becomes effective on 15 March 2007. | |
Background: | This Directive requires repetitive inspections of the forward and aft cargo compartments, as applicable, for discrepancies of the potable water supply and grey water drain lines; and applicable corrective actions if necessary. The Directive also requires replacing the heater tapes on the potable water supply and grey water drain lines of the forward and aft cargo compartments, as applicable, with new ribbon heaters, or deactivating and removing any defective heater tape and wrapping the drain line with foam insulation; either action ends the repetitive inspections. |
| The Directive results from a report of a fire in the aft cargo compartment and is issued to prevent overheating of the heater tape on potable water fill and drain lines, which may ignite accumulated debris or contaminants on or near the potable water fill and drain lines, resulting in a fire in the aeroplane. |
