AD/B767/223 Electrical Bonding Engine Fuel Feed Tube (Cth)

AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.001(1) of CASR 1998.  The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Boeing 767 Series Aeroplanes

AD/B767/223 Electrical Bonding - Engine Fuel Feed Tube 7/2006

Applicability:	Model 767-200, -300 and -300F series aeroplanes, as identified in Boeing Service Bulletin (SB) 767-28A0071, Revision 2, dated 8 December 2005 together with Model 767-400ER series aeroplanes, as identified in Boeing SB 767-28A0072, Revision 2, dated 8 December 2005,
Requirement:	1.    Accomplish a test of the bonding resistance between the engine fuel feed tube fitting and the front spar and apply sealant on a hex nut inside the dry bay in accordance with SB 767-28A0071, Revision 2, or SB 767-28A0072, Revision 2, as applicable.
2.    Carry out all applicable actions to correct anomalies detected during the Requirement 1 tests, by accomplishing all of the actions in the applicable service bulletin.
Actions accomplished before the effective date of this Directive in accordance with Boeing Alert Service Bulletin (ASB) 767-28A0071, Revision 1, dated 22 January 2004 or Boeing ASB 767-28A0072, Revision 1, dated 22 January 2004, are acceptable for compliance with the Requirements of this Directive.
Later revisions of the above SB(s), approved by the United States Federal Aviation Administration (FAA) as an Alternate Method of Compliance (AMOC) to FAA AD 2006-08-04 are considered acceptable for compliance with the equivalent Requirements of this Directive.

Compliance:	For Requirement 1 - Within 60 months after the effective date of this Directive.
For Requirement 2 - Before further flight after accomplishing Requirement 1.
This Airworthiness Directive becomes effective on 6 July 2006.

Background: The FAA has received a report advising that the engine fuel feed tubes on certain Model 767 aeroplanes were found not electrically bonded to the front spar.  This Directive requires performing a test of the bonding resistance between the engine fuel feed tube fitting and the front spar, applying sealant on a hex nut inside the dry bay, and performing any applicable corrective actions, these measures are designed to prevent an ignition source from entering the fuel tank during a lightning strike event, which could cause a fuel tank explosion.
