Access Licence Dealing Principles Amendment
Order 2017

Water Management Act 2000
I, Gavin Hanlon, having delegated authority from the Minister for Regional Water, in pursuance of section 71Z (1) of the Water Management Act 2000, do, by this Order, amend the Access Licence Dealing Principles Order 2004 to set a conversion factor to be applied for dealings involving interstate transfer or assignment of water allocations in specified water sources.

Explanatory note
This Order is made under section 71Z (1) of the Water Management Act 2000. The Water Sharing Plan for the Murrumbidgee Regulated River Water Source 2016 and the Water Sharing Plan for the New South Wales Murray and Lower Darling Regulated Rivers Water Sources 2016 prohibit any dealing involving the interstate transfer of access licences or the interstate assignment of water allocations unless (amongst other things) a conversion factor (established under section 71Z) is applied. The object of this Order is to amend the Access Licence Dealing Principles Order 2004 to establish a conversion factor of 1:1 to be applied to these dealings.

1 Water sources
The water sources specified in this Schedule are:
(a) the Murrumbidgee Regulated River Water Source as defined in clause 4 of the Water Sharing Plan for the Murrumbidgee Regulated River Water Source 2016, and (b) the New South Wales Murray Regulated River Water Source as defined in clause 4 of the Water Sharing Plan for the New South Wales Murray and Lower Darling Regulated Rivers Water Sources 2016, and (c) the Lower-Darling Regulated River Water Source as defined in clause 4 of the Water Sharing Plan for the New South Wales Murray and Lower Darling Regulated Rivers Water Sources 2016.
Conversion factor to apply to certain dealings
A conversion factor of 1:1 is to apply to dealings:
(a) under section 71U of the Act involving the interstate transfer of access licences to or from the water sources specified in this Schedule, and (b) under section 71V of the Act involving the assignment of water allocations to or from access licences in the water sources specified in this Schedule.
Effect of Schedule
This Schedule is taken to have effect from the commencement of the Water Sharing Plan for
the Murrumbidgee Regulated River Water Source 2016 and the Water Sharing Plan for the
New South Wales Murray and Lower Darling Regulated Rivers Water Sources 2016.
