Crucially, the Tribunal found that the applicant was a "broadly credible witness" and that his claims were generally consistent with country information, particularly regarding Hezbollah's dominance in South Lebanon. The Tribunal concluded that the applicant's fear of persecution was well-founded.

Consequently, the Tribunal set aside the decision to cancel the applicant's visa.
