Overview

The Woomera Prohibited Area (Exclusion Periods for the Green Zone for 27 October 2025 to 16 November 2025) Determination 2025 was made under subsection 8(1) of the Woomera Prohibited Area Rule 2014 by the relevant legislature, presumably the Parliament of Australia. This legislative instrument aims to establish specific exclusion periods within the Green Zone of the Woomera Prohibited Area for the dates mentioned. The primary purpose is to regulate and manage access to certain areas during these periods, likely to ensure safety, security, or the protection of sensitive activities taking place within the Woomera Prohibited Area. The determination will be repealed on 17 November 2025, aligning with the specified exclusion periods. This determination was enacted to address the need for precise control and regulation over access to specific zones within the Woomera Prohibited Area. By defining these exclusion periods, the legislation aims to prevent unauthorised access, ensuring that activities within these zones can proceed without disruption or interference. The exclusion periods are clearly defined to provide certainty and to facilitate compliance with the regulations governing the Woomera Prohibited Area.

Scope and Application

The Woomera Prohibited Area (Exclusion Periods for the Green Zone for 27 October 2025 to 16 November 2025) Determination 2025 applies to the specified green zone areas within the Woomera Prohibited Area, delineating specific exclusion periods during which certain activities are temporarily allowed. The Act is made under the authority of subsection 8(1) of the Woomera Prohibited Area Rule 2014, and it aims to provide clarity and regulatory oversight for activities within the designated zones during particular dates. The specified exclusion periods are between 27 October 2025 and 2 November 2025, between 3 November 2025 and 9 November 2025, and between 10 November 2025 and 16 November 2025. These periods are further delineated by geographic coordinates provided in the schedules to the Determination. The legislation is designed to ensure that any activities occurring within these times and locations comply with the regulatory framework established by the Rule. The Determination ceases to have effect on 17 November 2025, after which the zones revert to their original restrictions.

Key Provisions

The Woomera Prohibited Area (Exclusion Periods for the Green Zone for 27 October 2025 to 16 November 2025) Determination 2025 specifies three exclusion periods during which access to the green zone within the Woomera Prohibited Area is restricted. According to section 5(1), the exclusion periods are set from 27 October to 2 November 2025, from 3 November to 9 November 2025, and from 10 November to 16 November 2025. These periods are further defined in section 5(2) and 5(3), detailing the specific areas of the green zone that are shaded blue on the maps provided in Schedules 1 and 2. The boundaries of these exclusion zones are precisely marked by a series of coordinates, creating a detailed perimeter within which access is prohibited during the specified times. The Act imposes several obligations on individuals and entities, particularly those intending to enter or operate within the Woomera Prohibited Area. Section 4 provides definitions that clarify key terms such as "green zone" and "Rule," ensuring that all parties understand the scope and limitations of the exclusion periods. Compliance with these exclusion periods is mandatory for all persons and entities operating within the Woomera Prohibited Area, as per the provisions outlined in section 8 of the Woomera Prohibited Area Rule 2014. Failure to adhere to these exclusion periods can result in significant legal repercussions. Breaches of the exclusion periods specified in the Determination can lead to serious legal consequences. Under the Woomera Prohibited Area Rule 2014, unauthorised entry or operation within the exclusion zones during the specified periods may result in penalties. The exact penalties are not detailed within this Determination but would be governed by the overarching Rule. Potential penalties could range from fines to more severe sanctions, depending on the severity and intent of the violation. Additionally, repeated or egregious breaches could lead to criminal charges, further underscoring the importance of strict compliance with the exclusion periods as outlined.
