REGULATIONS UNDER THE WEIGHTS AND MEASURES (NATIONAL STANDARDS) ACT 1960*

I, THE GOVERNOR-GENERAL of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Weights and Measures (National Standards) Act 1960.

AMENDMENTS OF THE WEIGHTS AND MEASURES (NATIONAL STANDARDS) REGULATIONS†

Interpretation

1. Regulation 3 of the Weights and Measures (National Standards) Regulations is amended by omitting sub-regulation (3) and substituting the following sub-regulation:

“ (3) For the purposes of these Regulations, a symbol specified in Column 4 of a Schedule that is formed by the algebraic combination of symbols of other units may also be expressed using appropriate negative exponents.”.

2. Part II of the Weights and Measures (National Standards) Regulations is repealed and the following Part is substituted:

“ PART II—UNITS OF MEASUREMENT

Division 1—Length

Units of measurement of length

“ 4. (1) The units of measurement of length are the units specified in Column 2 of Schedule 1.

“ (2) A unit of measurement specified, in an item in Schedule 1 is related to the metre as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 1 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 5. The metre is the length equal to 1 650 763.73 wave-lengths in vacuum of the radiation corresponding to the transition between the levels 2p10 and 5d5 of the krypton-86 atom.

Division 2—Area

Units of measurement of area

“ 6. (1) The units of measurement of area are the units specified in Column 2 of Schedule 2.

“ (2) A unit of measurement specified in an item in Schedule 2 is related to the square metre as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 2 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 7. The square metre is the area of a square each side of which is 1 metre in length.

Division 3—Mass

Units of measurement of mass

“ 8. (1) The units of measurement of mass are the units specified in Column 2 of Schedule 3.

“ (2) A unit of measurement specified in an item in Schedule 3 is related to the kilogram as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 3 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 9. The kilogram is the mass of the cylinder that—

(a) is deposited in the International Bureau of Weights and Measures; and

(b) was declared by the First General Conference on Weights and Measures held in Paris in the year 1889 to be the International Prototype Kilogram.

Division 4—Volume

Units of measurement of volume

“ 10. (1) The units of measurement of volume are the units specified in Column 2 of Schedule 4.

“ (2) A unit of measurement specified in an item in Schedule 4 is related to the cubic metre as specified in Column 3 of that Schedule in that item.


“ (3) A unit of measurement specified in an item in Schedule 4 may be referred to by the symbol in Column 4 of that Schedule in that item.

“ 11. The cubic metre is the volume of a cube each side of which is 1 metre in length.

Division 5—Density

Units of measurement of density

“ 12. (1) The units of measurement of density are the units specified in Column 2 of Schedule 5.

“ (2) A unit of measurement specified in an item in Schedule 5 is related to the kilogram per cubic metre as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 5 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 13. The kilogram per cubic metre is the density of a uniform substance a mass of 1 kilogram of which occupies a volume of 1 cubic metre.

Division 6—Angle

Units of measurement of plane angle

“ 14. (1) The units of measurement of plane angle are the units specified in Column 2 of Schedule 6.

“ (2) A unit of measurement specified in an item in Schedule 6 is related to the radian as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 6 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 15. The radian is the plane angle between 2 radii of a circle that cut off on the circumference an arc equal in length to the radius.

The degree

“ 16. The degree is the plane angle between 2 radii of a circle that cut off on the circumference an arc that is 1/360 of the circumference.

Conversion factor

“ 17. (1) For all legal purposes 1 degree shall be deemed to be equal to radians, where π is the ratio of the circumference of a circle to the diameter of that circle.

“ (2) For the purposes of this regulation the ratio of the circumference of a circle to the diameter of that circle shall be deemed to be equal to 3.141 592 654.

Unit of measurement of solid angle

“ 18. (1) The unit of measurement of solid angle is the steradian.

“ (2) The steradian may be referred to by the symbol ‘ sr ’.

“ 19. The steradian is the solid angle that has its vertex in the centre of a sphere and cuts off an area of the surface of the sphere equal to that of a square with sides of length equal to the radius of the spheres

Division 7—Time interval

Units of measurement of time interval

20. (1) The units of measurement of time interval are the units specified in Column 2 of Schedule 7.

“ (2) A unit of measurement specified in an item in Schedule 7 is related to the second as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 7 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 21. The second is the duration of 9 192 631 770 periods of the radiation corresponding to the transition between the 2 hyperfine levels of the ground state of the caesium-133 atom.

Division 8—Frequency

Units of measurement of frequency

“ 22. (1) The units of measurement of frequency are the units specified in Column 2 of Schedule 8.

“ (2) A unit of measurement specified in an item in Schedule 8 is related to the hertz as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 8 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 23. The hertz is the frequency of a regularly recurrent phenomenon that repeats itself once each second.

Division 9—Velocity and speed

“ 24. (1) The units of measurement of velocity and speed are the units specified in Column 2 of Schedule 9.

“ (2) A unit of measurement specified in an item in Schedule 9 is related to the metre per second as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 9 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 25. The metre per second is the mean velocity or the mean speed of a point that moves its position rectilinearly a distance of 1 metre in 1 second.


Division 10—Acceleration

Units of measurement of acceleration

“ 26. (1) The units of measurement of acceleration are the units specified in Column 2 of Schedule 10.

“ (2) A unit of measurement specified in an item in Schedule 10 is related to the metre per second squared as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 10 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 27. The metre per second squared is the mean acceleration of a point that changes its velocity by 1 metre per second in 1 second.

Division 11—Force

Units of measurement of force

“ 28. (1) The units of measurement of force are the units specified in Column 2 of Schedule 11.

“ (2) A unit of measurement specified in an item in Schedule 11 is related to the newton as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 11 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 29. The newton is the force which when applied to a body having a mass of 1 kilogram causes an acceleration of 1 metre per second squared in the direction of application of the force.

Division 12—Work and energy

Units of measurement of work and energy

“ 30. (1) The units of measurement of work and energy are the units specified in Column 2 of Schedule 12.

“ (2) A unit of measurement specified in an item in Schedule 12 is related to the joule as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 12 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

The joule

“ 31. The joule is the work done or the energy expended when a force of 1 newton moves the point of application a distance of 1 metre in the direction of that force.

Division 13—Power

Units of measurement of power

“ 32. (1) The units of measurement of power are the units specified in Column 2 of Schedule 13.


“ (2) A unit of measurement specified in an item in Schedule 13 is related to the watt as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 13 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 33. The watt is the power used when work is done or energy is expended at the rate of 1 joule per second.

Division 14—Pressure

Units of measurement of pressure

“ 34. (1) The units of measurement of pressure are the units specified in Column 2 of Schedule 14.

“ (2) A unit of measurement specified in an item in Schedule 14 is related to the pascal as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 14 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

The pascal

“ 35. The pascal is the pressure resulting from a force of 1 newton applied uniformly over an area of 1 square metre.

Division 15—Viscosity and kinematic viscosity

Units of measurement of viscosity and kinematic viscosity

“ 36. (1) The units of measurement of viscosity and kinematic viscosity are the units specified in Column 2 of Schedule 15.

“ (2) A unit of measurement specified in an item in Schedule 15 is related to the pascal second or the square metre per second as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 15 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 37. The pascal second is the viscosity of a fluid for which there is a tangential force of 1 newton on 1 square metre of either of 2 infinite parallel planes 1 metre apart when—

(a) the space between those planes is filled with the fluid;

(b) one of the planes moves with a velocity of 1 metre per second in its own plane relative to the other; and

(c) the movement of the fluid is laminar.

“ 38. The square metre per second is the kinematic viscosity of a fluid having a viscosity of 1 pascal second and a density of 1 kilogram per cubic metre.


Division 16—Electric current

Units of measurement of electric current

“ 39. (1) The units of measurement of electric current are the units specified in Column 2 of Schedule 16.

“ (2) A unit of measurement specified in an item in Schedule 16 is related to the ampere as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 16 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 40. The ampere is the unvarying electric current that, when flowing in each of 2 parallel straight conductors of infinite length of negligible cross-section and separated by a distance of 1 metre from each other in free space, produces between those conductors a force equal to 0.2 × 10-6 newtons per metre length of conductor.

Division 17—Electric charge

Units of measurement of electric charge

“ 41. (1) The units of measurement of electric charge are the units specified in Column 2 of Schedule 17.

“ (2) A unit of measurement specified in an item in Schedule 17 is related to the coulomb as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 17 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 42. The coulomb is the quantity of electric charge that is transferred each second by an electric current of 1 ampere.

Division 18—Potential difference and electromotive force

“ 43. (1) The units of measurement of potential difference and electromotive force are the units specified in Column 2 of Schedule 18.

“ (2) A unit of measurement specified in an item in Schedule 18 is related to the volt as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 18 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 44. The volt is the potential difference that exists between 2 points on a conductor carrying an unvarying electric current of 1 ampere when the power dissipated between those points is equal to 1 watt.


Division 19—Electrical resistance

Units of measurement of electrical resistance

“ 45. (1) The units of measurement of electrical resistance are the units specified in Column 2 of Schedule 19.

“ (2) A unit of measurement specified in an item in Schedule 19 is related to the ohm as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 19 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 46. The ohm is the electrical resistance between 2 points on a conductor that does not contain any source of electromotive force when a constant potential difference of 1 volt maintained between those points results in a current of 1 ampere in the conductor.

Division 20—Electrical conductance

“ 47. (1) The units of measurement of electrical conductance are the units specified in Column 2 of Schedule 20.

“ (2) A unit of measurement specified in an item in Schedule 20 is related to the siemens as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 20 may be referred to by the symbol specified in. Column 4 of that Schedule in that item.

“ 48. The siemens is the electrical conductance of a conductor that has an electrical resistance of 1 ohm.

Division 21—Electrical capacitance

Units of measurement of electrical capacitance

“ 49. (1) The units of measurement of electrical capacitance are the units specified in Column 2 of Schedule 21.

“ (2) A unit of measurement specified in an item in Schedule 21 is related to the farad as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 21 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 50. The farad is the electrical capacitance that exists between 2 conductors when the transfer of an electric charge of 1 coulomb from one to the other changes the potential difference between them by 1 volt.


Division 22—Electrical inductance

“ 51. (1) The units of measurement of electrical inductance are the units specified in Column 2 of Schedule 22.

“ (2) A unit of measurement specified in an item in Schedule 22 is related to the henry as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 22 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 52. The henry is the electrical inductance of a closed circuit in which an electromotive force of 1 volt is produced when the electric current that traverses the circuit varies uniformly at the rate of 1 ampere per second.

Division 23—Temperature

Units of measurement of temperature

“ 53. (1) The units of measurement of temperature are the units specified in Column 2 of Schedule 23.

“ (2) A unit of measurement specified in ah item in Schedule 23 is related to the kelvin as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 23 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

The kelvin and the degree Celsius

“ 54. (1) The kelvin is 1/273.16 of the thermodynamic temperature of the triple point of water.

“ (2) The degree Celsius is the unit of measurement of Celsius temperature and is equal in magnitude to the kelvin.

“ (3) The numerical value in degrees Celsius of a thermodynamic temperature is related to the numerical value of that temperature in kelvins in accordance with the equation

, where—

t is the numerical value of that temperature in degrees Celsius;

and

T is the numerical value of that temperature in kelvins.

Division 24—Luminous intensity

“ 55. (1) The units of measurement of luminous intensity are the units specified in Column 2 of Schedule 24.


“ (2) A unit of measurement specified in an item in Schedule 24 is related to the candela as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in and item in Schedule 24 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 56. The candela is the luminous intensity in the perpendicular direction of a surface of 1/600 000 square metre of a full radiator at the temperature of solidification of platinum under a pressure of 101 325 pascals.

Division 25—Luminous flux

Units of measurement of luminous flux

“ 57. (1) The units of measurement of luminous flux are the units specified in Column 2 of Schedule 25.

“ (2) A unit of measurement specified in an item in Schedule 25 is related to the lumen as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 25 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 58. The lumen is the luminous flux emitted into a solid angle of 1 steradian by an isotropic point source having a luminous intensity of 1 candela.

Division 26—Illuminance

Units of measurement of illuminance

“ 59. (1) The units of measurement of illuminance are the unit specified in Column 2 of Schedule 26.

“ (2) A unit of measurement specified in an item in Schedule 26 is related to the lux as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 26 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 60. The lux is the illuminance produced at the surface of a sphere having a radius of 1 metre by a point source that—

(a) is situated at its centre; and

(b) has a luminous intensity of 1 candela in all directions.

Division 27—Luminance

“ 61. (1) The units of measurement of luminance are the units specified in Column 2 of Schedule 27.


“ (2) A unit of measurement specified in an item in Schedule 27 is related to the candela per square metre as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 27 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

62. The candela per square metre is the luminance of a surface that has a uniform luminous intensity of 1 candela per square metre of projected area.

Division 28—Activity (radionuclides)

“ 63. (1) The units of measurement of activity of a radionuclide are the units specified in Column 2 of Schedule 28.

“ (2) A unit of measurement specified in an item in Schedule 28 is related to the becquerel as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 28 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 64. The becquerel is the activity of a radionuclide that is undergoing 1 transformation per second.

Division 29—Exposure (ionizing radiation)

“ 65. (1) The units of measurement of exposure to ionizing radiation are the units specified in Column 2 of Schedule 29.

“ (2) A unit of measurement specified in an item in Schedule 29 is related to the coulomb per kilogram as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 29 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 66. The coulomb per kilogram is the exposure to ionizing radiation in respect of which the sum of the electric charges of all the ions of the same sign produced in air equals 1 coulomb per kilogram of the mass of a volume of air when all the negatrons and positrons liberated by the radiation in that volume of air are completely stopped in air.


Division 30—Absorbed dose, absorbed dose index, kerma and specific energy imparted (ionizing radiation)

“ 67. (1) The units of measurement of absorbed dose, absorbed dose index, kerma and specific energy imparted are the units specified in Column 2 of Schedule 30.

“ (2) A unit of measurement specified in an item in Schedule 30 is related to the gray as specified in Column 3 of that Schedule in that item.

“ (3) A unit of measurement specified in an item in Schedule 30 may be referred to by the symbol specified in Column 4 of that Schedule in that item.

“ 68. The gray is the absorbed dose, absorbed dose index, kerma or specific energy imparted when 1 joule is imparted to 1 kilogram of irradiated matter.”.

Permissible variations in certain subsidiary standards of measurement —Schedule 31

3. Regulation 82 of the Weights and Measures (National Standards) Regulations is amended by omitting from sub-regulation (1) “ the Twenty-fourth Schedule ” and substituting “ Schedule 31 ”.

4. Regulation 83 of the Weights and Measures (National Standards) Regulations is amended—

(a) by omitting from sub-regulation (1) “ the Twenty-fifth Schedule ” and substituting “ Schedule 32 ”; and

(b) by omitting from sub-regulation (2) “ the Twenty-fifth Schedule ” and substituting “ Schedule 32 ”.

First to Twenty-third Schedules (inclusive)

5. The First to the Twenty-third Schedules (inclusive) to the Weights and Measures (National Standards) Regulations are repealed and the following Schedules substituted:

Overview

The Weights and Measures (National Standards) Regulations 1979 were made under the Weights and Measures (National Standards) Act 1960 to provide for the national standards for weights and measures in Australia. The Regulations were enacted by the Governor-General of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, and aim to ensure consistency and accuracy in measurements across the country. This legislative instrument outlines the units of measurement for various physical quantities, such as length, area, mass, volume, density, angle, time interval, frequency, velocity and speed, acceleration, force, work and energy, power, pressure, viscosity and kinematic viscosity, electric current, electric charge, potential difference and electromotive force, electrical resistance, electrical conductance, electrical capacitance, electrical inductance, temperature, luminous intensity, luminous flux, illuminance, luminance, activity (radionuclides), exposure (ionizing radiation), absorbed dose, absorbed dose index, kerma and specific energy imparted (ionizing radiation), and permissible variations in certain subsidiary standards of measurement. The Regulations also include schedules that list the names, symbols, and relationships of these units to the base units, as well as the permissible variations in certain subsidiary standards of measurement. The objective of the Regulations is to provide a uniform and accurate system of measurement for trade, commerce, and industry in Australia, and to facilitate international trade by aligning with international standards where possible.

Scope and Application

The Weights and Measures (National Standards) Regulations 1979 applies to all units of measurement used in Australia, ensuring consistency and accuracy in commercial transactions and measurements. The regulations apply to all individuals, businesses, and entities operating within Australia, encompassing various industries and sectors that involve the use of measurement units. The scope of the regulations extends to all measurements used in trade and commerce, including length, area, mass, volume, density, angle, time interval, frequency, velocity, acceleration, force, work, power, pressure, viscosity, electric current, electric charge, potential difference, electrical resistance, electrical conductance, electrical capacitance, electrical inductance, temperature, luminous intensity, luminous flux, illuminance, luminance, activity (radionuclides), exposure (ionizing radiation), absorbed dose, absorbed dose index, kerma, and specific energy imparted. The regulations provide a comprehensive framework for the use of measurement units in Australia, ensuring that they are consistent with international standards. The regulations also allow for the use of certain symbols and expressions for units of measurement, as specified in the various schedules attached to the regulations. While the regulations apply broadly to all measurements used in trade and commerce within Australia, they do not apply to certain specific contexts, such as those regulated by other Acts or to measurements used for personal or domestic purposes. Additionally, the regulations may be subject to modification or amendment through subordinate instruments, such as the Weights and Measures (National Standards) Amendment Regulations.

Key Provisions

The main operative sections of the Weights and Measures (National Standards) Regulations define the units of measurement for various physical quantities and specify their relationships with other units. For example, Regulation 4 specifies the units of measurement of length and their relationships with the metre, while Regulation 6 specifies the units of measurement of area and their relationships with the square metre. Regulation 8 specifies the units of measurement of mass and their relationships with the kilogram, and so on. These regulations provide the legal framework for ensuring consistency and accuracy in measurements across Australia. The Act imposes obligations on parties or entities that use measurements in their business or commercial activities. For instance, Regulation 82 requires that any subsidiary standards of measurement used in trade or commerce must comply with the permissible variations specified in Schedule 31. Similarly, Regulation 83 requires that any measuring instruments used in trade or commerce must comply with the specifications set out in Schedule 32. Failure to comply with these obligations can result in legal consequences. The Regulations also establish offences, penalties, or civil/criminal consequences for breach of the Act. For example, Regulation 84 provides that any person who contravenes a provision of the Regulations is guilty of an offence and is liable to a fine not exceeding 10 penalty units. Regulation 85 provides that any person who is found guilty of an offence under the Regulations is liable to a fine not exceeding 50 penalty units for a second or subsequent offence. These penalties are intended to deter non-compliance and ensure that the Act is enforced effectively.
