Vehicle Standard (Australian Design Rule 23/02 — Passenger Car Tyres) 2007 is made under the Motor Vehicle Standards Act 1989 (the Act). The Act enables the Australian Government to establish nationally uniform standards for road vehicles when they are first supplied to the market in Australia. The Act applies to such vehicles whether they are manufactured in Australia or are imported as new or second hand vehicles.
The making of the vehicle standards necessary for the Act's effective operation is provided for in section 7 which empowers the Minister to "determine vehicle standards for road vehicles or vehicle components".
2. content and effect of ADR 23/02 - Passenger Car Tyres
2.1. Overview of the ADR
The function of this vehicle standard is to specify requirements for new pneumatic tyres for motor vehicles and trailers.
2.2. Amendment to the ADR
The following changes have been made:
- The current version of ADR 23/02 contains a typographical error in the Definitions clause. The error refers to an outdated subpart of the Third Edition ADRs. This amendment removes any confusion and ensures the correct references are used.
- The current version of ADR 23/02 is harmonised with the standard adopted by United Nations – Economic Commission for Europe - Regulation No 30. The harmonised standard exempts a complex subclause referring to the marking of the manufacture date on the tyre. The missing subclause and footnote simplifies the directions required for marking the manufacture date. The inclusion of the subclause and footnote restores the tyre marking requirements that the tyre industry have been required do provide in the previous standard.
The changes do not alter the substance of the current standard.

The changes set out in this amendment do not change the intent or applicability of the original ADR 23/02 and do not impose any additional cost on business.
3.2. Specific Consultation Arrangements for this Vehicle Standard
No consultation has been carried out as this corrects a typographical error and an omission that occurred when ADR23/02 was registered on FRLI and does not impact on the automotive industry or the general public.
3.3. Regulation Impact Statement
As there is no increase in cost or impact on trade a regulation impact statement was not prepared.
