VARIATION OF PIPELINE LICENCE WA-5-PL
(EAST SPAR TO VARANUS ISLAND)
I, GRAEME ALBERT WATERS, the National Offshore Petroleum Titles Administrator,
on behalf of the Commonwealth–Western Australia Offshore Petroleum Joint Authority hereby
vary Pipeline Licence WA-5-PL, dated 19 March 1996 (the Licence) as set out below.
- The text of the Licence on Page 1 is varied by deleting the words:
“(hereinafter for the purpose of this licence only, collectively referred to as "the licensee"), for a term of twenty one years from 19th March 1996 to 18th March 2017 a licence to construct and operate a pipeline for the conveyance of petroleum along the route described in the First Schedule hereto
The licence is subject to the provisions of the Act, the regulations from time to time made thereunder and all directions given by the Designated Authority under the Act.
The pipeline shall be constructed and operated in accordance with the specifications and conditions set out in the Second Schedule hereto.”
and replacing with:
“a pipeline licence, in the offshore area of Western Australia, subject to:
a) the conditions set out in this licence;
b) the provisions of the Act; and
c) the provisions of the Regulations;
to construct and operate a pipeline for the conveyance of petroleum, of the design, construction, size and capacity specified herein, along the route specified herein, in relation to the seabed specified herein, and to construct and operate pumping stations, tank stations and valve stations specified in the positions herein, to have effect from and including 19 March 1996.
Reference in this document to a “pipeline” or a “flowline” are taken to refer to a pipe, a flowline or a system of pipes.
The licensee shall at all times comply with the provisions of the Act and Regulations (as amended from time to time).”
2. The ‘INTERPRETATION’ on Page 1 of the Licence is varied by deleting the words:
In this instrument, 'the Act" means the Act under which this instrument is made and includes any Act with which that Act is incorporated and words used in this instrument unless inconsistent with the context or subject matter have the same respective meanings as in the Act.
In this instrument, "the Director" means the Director Petroleum Operations Division of the Western Australian Department of Minerals and Energy.
and substituting under the heading ‘INTERPRETATION’ the following:
In this document:
(a) “the Act” means the Offshore Petroleum and Greenhouse Gas Storage Act 2006, and includes any Act with which that Act is incorporated, and words used in this document have the same respective meanings as in the Act; and
(b) “the Regulations” means regulations made under the Act;
3. The First Schedule of the Licence is varied by deleting the words:
“The route of the pipeline shall be from and including the pipeline end manifold (PLEM) at or about 7707 l 37mN, 289979mE to the outer limit of the territorial sea boundary at or about 7714 168.3mN, 329966.2mE along a line no point of which shall be more than 125 metres from the proposed pipeline route shown in the drawing attached to this Licence as Annexure 'A'. . The coordinates given above are relative to UTM zone 50, with Central Meridian 117 deg E, and AGD 1984.

and replacing with:
“The route of the pipeline shall be as described in the table below, from and including the boundary of Pipeline Licence WA-21-PL and WA-5-PL at the western end of the East Spar manifold at or about 7,707,290.78mN, 290,101.15mE to the pipeline licence boundary of TPL-12 at or about 7,714,306.54mN, 330,042.88mE along a line no point of which shall be more than 125 metres from the proposed pipeline route as shown in the drawing attached to the Licence as Annexure ‘A’. The coordinates given above are relative to UTM zone 50, with Central Meridian 117 deg E based on Geodetic Datum of Australia (GDA94).

4. The Second Schedule Part 1 Specifications of the Licence is varied by:
a) deleting from Section (A) Design subsection (i) the words:
“(i) Except as otherwise specified in this Schedule the pipeline shall be designed, constructed, tested and operated in accordance with the Australian Standard 2885 :SAA Gas and Liquid Petroleum Pipelines”
b) deleting from Section (A) Design subsection (ii) the following:
“(ii)”
c) deleting from Section (A) Design subsection (a) the words:
“Length of pipeline (km): 41 (KP0-KP41)”
And replacing with:
“Length of pipeline (km): 40.6 (KP0-KP40.6)”
d) deleting from Section (A) Design subsection (g) the words:
“Maximum operating pressure (MPa): 18”
And replacing with:
“Maximum allowable operating pressure (MPa): 20”
e) deleting from Section (A) Design subsection (n) the words:
“Maximum inlet temperature (oC): 69”
And replacing with:
“Maximum design temperature (oC): 67 (manifold), 66 (subsea pipeline)”
f) deleting from Section (A) Design subsection (o) the words:
“Minimum operating temperature (oC): 16”
And replacing with:
“Minimum design temperature (oC): 0”
g) At the end of Section A inserting the following:

b) amending the numbering of Section (H) Pipeline Route to be:
“(A) Pipeline Route”
c) amending the numbering of Section (I) Seabed Survey to be:
“(B) Seabed Survey”
6. The WA-5-PL Petroleum Pipeline Route Map at ‘Annexure A’ on page 11 of the Licence is deleted and replaced with the map at Annexure A of this instrument.
The variation takes effect on the day on which a notice of the variation is published in the Commonwealth Government Gazette.
